State of Massachusetts Fiscal Liaison Program Coordinator in Boston, Massachusetts

The Department of Career Services (DCS) oversees the Commonwealth's network of One-Stop Career Centers that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Program Coordinator provides oversight, coordination and fiscal monitoring of all MassHire Department of Career Services (MDCS) statewide workforce initiatives and funding sources, including: Wagner Peyser (Employment Service/ES), Workforce Innovation Opportunity Act (WIOA) Adult, Dislocated Worker & Youth, Veterans, Re-Employment Assistance, National Workforce Grants, other grants as required. DCS grants are operated through a statewide system of municipal and non-profit, local One Stop Career Centers (OSCC) operated at the direction of Local Workforce Boards (LWB) with the agreement of Chief Elected Officials (CEO) who bear primary financial responsibility on behalf of the Governor and Federal Government. The incumbent will oversee and ensure compliance with Federal and State financial laws, rules, regulations, policies, guidelines and standards; monitor local systems and processes as they pertain to Federal and State financial laws, rules, regulations, GAAP principles, guidelines and procedures; review and analyze data from audits and other available financial documentation concerning all DCS-administered funding and certify local financial systems every 2 years for all fiscal agents appointed by the CEOs. This position provides financial technical assistance, training and guidance to LWBs, OSCCs, Fiscal agents and related staff concerning financial grants management, including review of financial systems, annual plans, contracts, audits and related documentation; responds to inquiries from LWBs, the US Department of Labor (USDOL) and the Office of the Inspector General (OIG). The incumbent provides support to MDCS agency staff including financial training as needed. The individual is the fiscal liaison with local workforce boards, one-stop career centers, fiscal agent staff, MDCS management, Commonwealth Corporation Staff and USDOL & other staff as needed to assess problems, resolve questions and obtain guidance. The individual prepares/writes technical monitoring and related financial reports and correspondence & will assess the integrity of financial systems and perform related work as required. First consideration will be given to those applicants that apply within the first 14 days. * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
