DCR continues to improve the vital connection between people and the environment. _Job Opening:_ The Department of Conservation and Recreation is seeking applicants forBudget Manager, Fiscal Officer V, for the Division of Water Supply Protection. The Budget Manager manages the financial operation of the Division and its unique and varied funding sources. This position is responsible for the administration and management of operating and capital budgets for the Division’s Office of Watershed Management (trust-funded) as well as the Office of Water Resources (state and capital-funded). The Budget Manager works for the Director of Water Supply Protection and coordinates all necessary fiscal responsibilities with DCR’s Finance office and MWRA’s Budget Department. This individual prepares annual budgets required by statute for presentation to the Water Supply Protection Trust, DCR and MWRA. This individual analyzes and measures operational and financial performance. This individual develops and implements internal accounting controls to monitor spending and budgets. Duties: Oversee Division of Water Supply Protection’s Watershed Management Budget including funding allocation for Quabbin/Ware Reservoirs, Wachusett/Sudbury Reservoirs, Natural Resources, Administrative Support, Bond Refunds, Land Acquisition and Capital Budgets in accordance with applicable laws, regulations and standards governing and regulating state accounting procedures and environmental protection. Manage budget team and oversee regional accountants to ensure processing of all procurements, contracts and expenditures comply with the fiscal guidelines and funding allocated. Ensure WSP staff complies with the policies and procedures of state and agency contracts and processing guidelines of Commbuys in conjunction with procurements Direct the development and preparation of reports in accordance with the MOU and the Water Supply Trust with the MWRA, which requires fiscal year work plans, annual operating and capital budgeting creation, oversight and monitoring as quarterly reporting. Present financial reports to Trust Board; MWRA and other outside state, federal agencies and authorities, senior staff; and DCR finance office. Oversee Operating Budget for Water Resources, requires submitting Spending Plans to Finance, assist with managing Budget, advising WR staff with Contract information and preparing documents for contracts through, Standard Contracts, Interdepartmental Service Agreements (ISA' Joint Funding Agreements, (JFA).and Memorandum of Understand( MOU ) with other State Agencies Entities using Operating, capital and Federal funding. Prepare documents for GAA Budget Earmarks for WR Operating Account. Review and reporting of personnel overtime, monthly salary expenditures to ensure there is proper funding and expenditures. Oversee and manage the development of fiscal initiatives through financial analysis that measures operational and financial performance. Oversees DWSP’s Office of Water Resources’ financial operation and capital budgets. * *Preferred Qualifications: Strong knowledge, familiarity and at least 5 years experience using the Commonwealth's spending system of accounts and subsidiaries, knowledge and familiarity with Division plans and compliance requirements for watershed protection; Advanced excel skills; Access familiarity; knowledge and familiarity with Division budget reporting requirements and working relations with the MWRA and the DCR Office of Finance; ability to deal with and resolve conflicts; ability to anticipate financial needs and priorities; ability to handle multiple functions at the same time; strong data reporting skills. Knowledge and familiarity with the Comm of Mass procurement process for goods and services and the usage of the Operational Service Division (OSD) Commbuys System, Knowledge and familiarity with MMARS accounting system, Labor Cost Management (LCM) and Commonwealth Information Warehouse (CIW). MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
