The incumbent of this position works with the Contracts Unit manager to provide oversight of contracts, encumbrances, Interdepartmental Service Agreements (ISA’s) and fixed asset reports. This role monitors project budgets, reviews financial transactions and manages all required reconciliations. The incumbent prepares, analyzes, and distributes Commonwealth Information Warehouse (CIW) reports. The Fiscal Officer V also supports Contracts Unit manager in review of unit policies, procedures, and internal controls to support adherence to all applicable state finance law, Comptroller policies and regulations. In addition, this role provides oversight and training for Contracts Unit staff, including writing performance evaluations for assigned staff. _General Statement of Duties and Responsibilities_ * Reviews, evaluates and monitors documentation and related financial transactions to ensure accuracy, completeness and conformance with established procedures. Approves transactions in E Builder, the Massachusetts Management Accounting and Reporting System (MMARS) and other agency systems if applicable. * Provides technical assistance to Project Controls and Contracts Unit staff related to financial transactions. * Supports the Contracts Unit manager with providing oversight and guidance to Contracts Unit staff processing contracts, encumbrances, Interdepartmental Service Agreements (ISA’s) and fixed asset reports. * Reviews, approves, and monitors encumbrance documents created by Contracts Unit staff in eBuilder, including increases and decreases to existing encumbrances. * Monitors transactions in MMARS and eBuilder and resolves any errors or discrepancies. * Provides training for new Contracts Unit staff. * Prepares EPRS for Contracts Unit staff as assigned and participates in the hiring process for any new Contracts Unit staff. * Coordinates and communicates with Comptroller’s Office to provide all necessary documentation to support financial transactions and to resolve issues associated with contract and encumbrance processing. * Collaborates with payments team to resolve any encumbrance-related issues to facilitate and ensure timely payments. * Collaborates with budget team to resolve any funding issues to ensure required funding is available to support financial transactions. * Collaborates with procurement team to ensure financial transactions comply with procurement procedures. * Manages fiscal year end activities to ensure proper contract rolls and date extensions are made in accordance with DCAMM policies and procedures. * Performs related duties as required. _Preferred Qualifications_ * Demonstrated knowledge of how to manage financial transactions in MMARS. * Knowledge of the principles and practices of general accounting and government fund accounting. * Demonstrated knowledge of Microsoft 365 (Word, Excel, Power Point, Teams, SharePoint). * Ability to prepare and interpret Excel spreadsheets. * Ability to review and support implementation of processes and procedures to improve operational efficiency and accuracy. * For more information about employment at DCAMM, please view ourRECRUITMENT VIDEO. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
