State of Massachusetts Grants and Innovation Director in Boston, Massachusetts

The Department of Public Health’s (DPH) Bureau of Substance Addiction Services (BSAS) is seeking a dynamic applicant to fill the BSAS Grants and Innovations Director role. The Grants and Innovations Director is responsible for overseeing the development and implementation of federal grants and new pilot initiatives for the Bureau of Substance Addiction Services (BSAS). This includes developing and implementing new program models, federal grant writing and implementation, Substance Use Prevention, Treatment and Recovery Support block grant submission and reporting, and other new and assigned initiatives. This position plays an important role in examining the system of substance use services in the state and in designing appropriate programming to fill the gaps and meet the needs. The Grants and Innovation Director must keep abreast of the latest research findings and new trends in substance use practice. The position is responsible for working with the Planning and Development Director and the other senior leadership to seek federal funding opportunities that further the goals of the Bureau. The Grants and Innovations Director represents the Bureau in meetings within DPH, in inter-agency collaborations, and at regional and national conferences. _Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ * Oversee the development, writing, and submission of applications for federal funding opportunities. This includes strategically identifying and responding to funding opportunity announcements in a manner that advances the bureau’s key priorities, as well as working closely with the bureau’s administration and finance team to develop accurate budgets and budget narratives. * Work closely with bureau leadership to understand and identify programmatic gaps and needs and develop plans to secure funding for key priorities. This includes conducting timely research to identify external funding sources to support key priority areas and disseminating information on relevant funding opportunities, including summary sheets and grant outline templates. * Ensure programmatic compliance and oversight for all funded initiatives through supervision of grant implementation team members. This includes developing efficient systems to track and monitor the timely delivery of all grant deliverables and milestones, including systems to monitor grant spending and reporting requirements. * Represent BSAS at local, state, and national meetings. * Assist with Request for Response (RFR) writing and review process. * Respond to requests for information from the National Association of State Alcohol and Drug Abuse Directors (NASADAD). * Compile reports on BSAS updates, activities, and accomplishments. * Support the development of new program models, as needed, including drafting policies, standards, guidelines, RFR, and other related planning documents. * Attend meetings as a representative of the Bureau of Substance Addiction Services. * Respond to external requests for information. _Preferred Qualifications:_ * Understanding of the laws, rules, regulations, policies, procedures, and guidelines governing state and federal grant administration. * Awareness of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities. * Understanding of the Massachusetts Management Accounting and Reporting System (MMARS) and general knowledge of a range of computer programs (Microsoft Office, Excel, PowerPoint, and Outlook. _About the Bureau of Substance Addiction Services:_ The Mission of the Bureau of Substance Addiction Services (BSAS) is to foster healthy life choices through culturally responsive services that prevent, treat, and promote recovery from substance-related disorders. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II.
