State of Massachusetts Internal Control Coordinator – Central Office, Bureau of Program Integrity in Boston, Massachusetts

The Bureau of Program Integrity Program Coordinator II will work under the direction of the Senior Manager of Bureau of Program Integrity, and Director of Internal controls, and be responsible for data management and project/assignment completion related to the Bureau’s areas of engagement, including the administration of the DDS Theft & Fraud Hotline, supporting completion of administration reviews, contract administration, data analysis and project management. The position will be responsible to provide support and assistance to the Bureau of Program Integrity staff related to the management and completion of assignments, projects, data collection and other related activities, as well as support, as needed, with contracting activity, data analysis and fiscal monitoring. The position may participate in procurement and contract review processes, resource allocation and tracking, and contract management and oversight activities. Dependent upon the needs of the Bureau, the position may provide technical assistance related to developing of standard operating procedures and forms, administering pilots of new procedures, and ensuring the engagement and communication with leadership stakeholders in project management tasks. The position may also support various internal or external audits conducted by staff of the Bureau of Program Integrity. The position is a member of the Bureau of Program Integrity Team. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES* * * Support the implementation of workforce monitoring activities, including internal team process tracking, notifications of late completions and follow-ups to ensure compliance on administrative reviews and action plans and the timely response to calls received on the DDS Theft & Fraud hotline; The position may also be responsible for making reports to DPPC of matters requiring mandated reporting received on the DDS Theft & Fraud hotline and provide notification of such reports to the Senior manager of internal controls and Director of Internal Controls * Perform routine monitoring of the Bureau’s progress on projects and support Senior manager in keeping projects on track with milestones/goals for completion. * Participate actively in the Bureau team meetings and field-work functions; attend routine update meetings with management to stay informed of important department projects, risks that affect the work * Provide administrative support to review engagements, including sending of communications and tracking responses to perform audit functions; this may include directly interfacing with DDS provider agencies to track issues, receipt of document requests or responses to administrative review information requests, and communicating to follow-up on findings and recommendations delivered in audits * Participate in procurement and contract review processes, and provide support to projects to enhance Department resource allocation and tracking, and contract management and oversight activities. * Provide support for data gathering, organizing and cataloging records received for Bureau reviews, and conducting analysis to support completion of contract engagements or projects * Provide technical assistance related to developing of standard operating procedures and forms, administering pilots of new procedures, and ensuring the engagement and communication with leadership stakeholders in project management tasks * Support various internal or external audits, administrative reviews, and referral meetings conducted by staff of the Bureau of Program Integrity. * Provide technical support to develop training for department staff in response to risks identified by the Director of Internal Controls or Senior Manager of program integrity. * Lead efforts to monitor and work with Senior Manager to implement a process-based document storage system to ensure internal team records are maintained in accordance with record retention, privacy and confidentiality; tracking requests for information received, and providing records to requesting parties with appropriate Department approval only. Preferred Qualifications: 1. In addition to extensive professional experience, preferred qualifications include applicants holding a relevant professional certification, such as Certified Fraud Examiner (CFE) by Association of Certified Fraud Examiners, Certified Internal Auditor (CIA) by The Institute of Internal Auditors, or any accreditation or certification held in a related field/ industry. 2. In addition to extensive professional experience, preferred qualifications include applicants holding a Project Management Professional (PMP) certification; an internationally recognized professional designation offered by the Project Management Institute (PMI) 3. Preferred qualifications include applicants with at least 1 year of professional experience with database creation & administration, including importing data extracts and performing cross-table linkages 4. Preferred qualifications include applicants with at least 1 year of professional experience conducting financial reconciliations in accordance with GAAP and the applicable state and federal finance standards 5. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II.
