Boston Public Schools Internal Evaluation Manager (SY23-24) in Boston, Massachusetts

REPORTS TO: Director of Research Boston Public Schools is seeking to fill the position of an Internal Evaluation Manager on the Research Team in the Office of Data and Accountability. The Internal Evaluation Manager will be responsible for developing and implementing a comprehensive evaluation framework to be used in the district. The evaluation framework will consist of a process by which the BPS Research Team supports program evaluation through consultation, logic model development, evaluator connections, data sharing, and results sharing and application. Additionally, the Internal Evaluation Manager will oversee internal evaluations and logic model development, and be responsible for translating evaluation questions into analytic plans, analyzing program data, conducting valid comparisons and statistical tests, and summarizing findings of evaluations. This work will inform the district’s understanding of the relative effectiveness of different programs and initiatives that provide direct student services, including but not limited to tutoring, mentoring and after school programs. This role requires strong technical skills and understanding of K-12 data, as well as the ability to coordinate and collaborate across departments and organizations to ensure fidelity of data collection and analysis to inform policy and practice decisions. Under the supervision of the Director of Research and in collaboration with other members of the Research team, the Internal Evaluation Manager will prepare data from multiple sources, conduct advanced statistical analysis, interpret data, create visual and written presentations of results, and disseminate findings to district and school leaders to inform policy and practice decisions. RESPONSIBILITIES: Development and Implementation of a Comprehensive Evaluation Framework Implement strategies to build the organization’s learning culture about program evaluation and quality improvement Translate the basic components of program evaluation (for example, logic models) into processes and expectations within the district Use user-centered design strategies to get feedback from district office personnel, in particular teams who are implementing programs funded by ESSER, to refine internal evaluation processes and expectations Research best practices of evaluation approaches, including designing program data collection for evaluative work and appropriate quantitative methodology to compare effectiveness across different programs Create standard resources and templates to support internal evaluation, including but not limited to logic models, programmatic data collection, implementation data collection, and feedback surveys Internal Evaluation of Programs and Initiatives Design and conduct evaluations in collaboration with various central office departments, using qualitative and quantitative methods. Conduct ongoing analysis of program process and outcome data, as well as advanced quantitative data analysis in support of outcomes measurement, program evaluation, research, and quality improvement projects. Assist central office departments in developing theories of change and refining the goals and objectives they seek to measure. Provide evaluation-related technical assistance and training to staff to ensure accurate data collection and implementation of evaluation plans. Oversee and coordinate accurate and timely data collection with program staff; trouble-shoot barriers to data collection. Consult appropriate staff as needed to facilitate program design, implementation and revision. Conduct evaluations of partner programs working with the district. Create and present results summarizing key findings to internal and external audiences. Synthesize complex information into user-friendly reports and presentations for a range of stakeholders, including both internal and external audiences Build data literacy practices across the organization Work with the Senior Executive Director of Data and Accountability and Director of Research to ensure alignment for research and evaluation activities across the district. Coordinate with the Research Team to ensure alignment with district research priorities Contribute to a strong team culture within the Office of Data and Accountability by facilitating highly-effective team meetings, engaging in peer coaching, participating in team-wide reciprocal feedback, and collaboratively creating new structures and resources for schools. Support the Research Team in conducting literature reviews and developing briefs related to education research, evaluation, and assessment to inform policy decisions and planning. Perform other duties as assigned QUALIFICATIONS - REQUIRED: Master’s degree in evaluation, social work, education, psychology, or related field Minimum of five years of data preparation, analysis, and reporting Demonstrated ability to conduct advanced statistical analysis using SPSS (or other statistical software) and excellent skills using Excel Experience with quantitative and qualitative methods Demonstrated experience presenting evaluation and research findings to a range of audiences Highly computer proficient; comfortable learning new technology Must be capable of mastering the use of large, complex, data systems Experience with data quality assurance and data management Strong attention to detail Ability to communicate effectively, both verbally and in writing, with a wide range of audiences Ability to work independently and as part of a team Strong analytic and data systems management skills, as well as extremely strong attention to detail. Proficiency and/or expertise with statistical analysis software and programming languages such as STATA, R, SPSS, SQL, etc. Excellent time management skills, experience balancing competing priorities, and prioritizing resources. Excellent interpersonal skills. Strong customer service focus. Strong problem solving skills. The ability to explain complex analytical concepts to lay persons in clear and concise easy to understand terms. The ability to react to requests with both flexibility and firmness (and the ability to distinguish when to use which skill). Ability to communicate with diverse audiences and experience with Boston, its partners, and research community. Current authorization to work in the United States - Candidates must have such authorization by their first day of employment QUALIFICATIONS - PREFERRED: Experience collaborating across departmental lines Ability to communicate with diverse audiences and experience with Boston, its neighborhoods and schools.
