Overview

What You’ll Be Doing

Cadmus seeks a committed, value-driven international development professional with deep knowledge and experience in the clean and renewable energy, green economy, and climate risk management (CRM) sectors. This experience must be in the international development context and include an understanding of the challenges encountered and the key stakeholders entailed in achieving sustainable and resilient outcomes.

Candidates will have proven strong experience managing and delivering complex development programming, with demonstrated success in the management of large donor-funded activities (e.g., USAID, World Bank, IDB, MCC), including oversight of technical and non-technical personnel, program and project work planning, and internal and contract budgets.

Qualified candidates will possess proven experience conducting exceptional technical analyses, assessments, and related research in developing contexts and for use by development stakeholders (e.g., USAID staff, implementing partners, host country governments).

Exceptional candidates will have demonstrated experience in the business development lifecycle to secure key energy and/or climate wins – to include serving as a lead technical writer and supporting the development of a robust pipeline for target client subsects.

Responsibilities

Program Management

  • Oversight of all administrative, financial, and technical home office support for various donor-funded field-based projects

  • In coordination with the Team Leader/Chief of Party and home office PMU, support the administration of contracts with local employees, independent consultants, vendors, and subcontractors

  • Ensure smooth project operations including those related to project budget, staffing, work schedule, subcontractors, and deliverables

  • Direct the implementation of activity/project Monitoring, Evaluation & Learning (MEL) Plans, including overseeing MEL data collection, management, and reporting

  • Ensure high quality project deliverables using a results-based approach

  • Track overall work-plan progress and lead regular coordination with team members to ensure work-plan execution

  • Serve as touchstone with clients, ensuring team is operating effectively and with the necessary technical resources employed, while simultaneous making sure corporate objectives are at the forefront – resulting in strong project evaluations

  • Tracking projects to ensure compliance with contract requirements, as well as host country regulations

  • Engage with client activity and contract managers (e.g., USAID AMs and AORs/CORs) and involved stakeholders to successfully define and deliver products, services or interventions under projects or contracts

Technical

  • Provide technical expertise and leadership in energy, green economy, climate mitigation and adaptation, and resilience in an international development context. Lead assessment or assignment teams in the field, within area of specialty – e.g., experience analyzing, assessing, and recommending optimal policy and regulatory frameworks to achieve energy priorities and objectives

  • Develop international best-practice guides, strategies, and other materials

  • Develop and deliver training on core topics related to renewable energy and/or climate risk

  • Demonstrated thought-leadership and mentorship of junior staff

  • Manage and coordinate multi-disciplinary, multi-cultural team(s) of long-term technical and on-call experts, providing technical leadership and management of staff and resource allocation for assigned tasks under a project or program

Business Development

  • Serve as Technical Lead/Writer on key opportunities as part of a proposal management team, writing technical approaches, participating and/or lead solutioning sessions and development of key drafts

  • Engage in and/or serve as Capture Lead on business development efforts for Cadmus’ international development division focusing on opportunities in energy, climate risk and resilience, and cross-cutting related areas (e.g., energy/agriculture/water nexus, infrastructure), including capture and strategic planning; leading or substantively contributing to proposal development

  • Participate in the development of pipelines, strategic planning, and other corporate growth initiatives as part of the international development division to meet key growth targets

  • Ensure alignment and compliance with donor-funded proposal requirements

  • Represent the organization at conferences, forums, and events to promote our work, build networks, and identify potential partnerships and funding sources

Qualifications

Required

  • Advanced degree in relevant field (e.g., international development, energy, environmental and/or climate sciences, urban and environmental planning)

  • 10+ years of demonstrated technical knowledge in renewable energy and climate change mitigation and adaptation, and resiliency

  • Experience managing large regional, field-based international donor-funded projects for clients such as USAID, MCC, World Bank, IDB, or ADB

  • Experience in project operations, including development and implementation of project budgets; administration of subcontractors and independent consultants; preparation of key project deliverables, including leading quality control assurance; development of Monitoring, Evaluation, and Learning (MEL) plans, and review of client invoices and other required financial reports

  • Experience leading business development for international donor funded initiatives

  • Willingness and availability to travel internationally in developing country contexts, up to 15% of the time

  • Candidates must be eligible to work in the United States as a U.S Permanent Resident or U.S. Citizen

Preferred

  • Professional proficiency in a second relevant language (e.g., French, Spanish, Arabic)

  • PMP (Project Management Professional) Certification

  • Experience with policies to support distributed solar PV, battery storage, and electric vehicles

  • Experience with or exposure to electricity rate design and tariff setting

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
