The mission of the Human Resources Division (HRD) is to attract, develop and retain a high performing workforce in order to ensure the delivery of constituent services across the Commonwealth. Presently, HRD is managing a transformation of its HR service delivery platform to improve the effectiveness of its service to recruit top talent; develop its workforce; and manage its operations more efficiently. Through the transformation, HRD will establish its capacity to act as an innovative business partner, known for strategic talent management in areas of workforce planning, recruitment, competency-based training and employee retention.
As part of the transformation, HRD is currently establishing Centers of Expertise (COEs) which represent thought leadership within a specific subject area of the HR function. They are solutions oriented, designing and delivering products, policies and services that respond to business needs. They provide consultation to HR Business Partners and also seek input and information to inform inclusive decision making.
Leaders within the COE's are expected to proactively research trends and best practices in their field and to leverage peer groups and networks to maintain a current and contemporary knowledge base. COE Leaders use this knowledge to share ideas across the enterprise and to introduce opportunities for new investment. They use data and metrics to spot trends and to measure performance.

The Investigator is a member of the Investigations Center of Expertise (COE) within the Human Resources Division (HRD). The Investigations COE is responsible for ensuring compliance with HRD policies, regulations, and relevant Executive Orders through timely investigation of complaints and the production of high quality, professional investigations and reports.
HRD's Investigations COE is responsible for investigating alleged violations of statewide policies pertaining to:
Domestic Violence/Sexual Assault/Stalking
Retaliation related to the above
HRD's Investigations COE will receive, log and assign to Investigators all such complaints for investigation for all Executive Branch Agencies in accordance with HRD Guidelines. The Investigations COE is responsible for conducting required investigations as assigned, preparing reports of such investigations, collecting and analyzing data on critical incidents, as well as performing other related functions such as consulting with Agency Heads or their designee for appropriate follow up to investigations.
Conduct complex investigations of all types into violations of statewide policy.
Have knowledge and remain up to date with employment laws and regulations (e.g. MGL c. 151B, Title VII, ADA).
Develop investigative plans.
Locate and secure evidence.
Interview witnesses and other parties.
Process and synthesize facts and complex issues.
Draft detailed interview and investigative reports.
Draft findings in a clear, concise and logical report.
Communicate with Agency HR about investigation status. When appropriate, participate as a team member in assisting labor attorneys in grievance, arbitration, and/or court preparation, including testifying in arbitrations or other court proceedings.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
