State of Massachusetts Lease Compliance and Operations Manager in Boston, Massachusetts
DCAMM’S Mission The Division of Capital Asset Management and Maintenance (DCAMM) oversees over $2 billion in capital programs and projects, and is responsible for capital planning, project delivery, property acquisitions, dispositions, management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. * *General Statement of Duties and Responsibilities The Leasing Unit is responsible for the procurement and management of all leased space for use by more than 100 Commonwealth agencies. Its activity includes planning, issuance of Requests for Proposals (RFPs) for the procurement of new leases, lease negotiation, project management, and lease administration during occupancy. Its mission is to procure space that offers the best value for the Commonwealth, in a fair, open, competitive process. The Lease Compliance and Operations Manager is a critical role responsible for managing and ensuring compliance across an extensive portfolio of all leased properties. This position enhances property oversight, improves lease documentation processes, and ensures adherences to lease terms and obligations. The ideal candidate brings specialized expertise in lease management, property management and oversight, and auditing practices, with a strong focus on mitigating risks and liabilities with a keen eye for detail. Detailed Statement of Duties and Responsibilities * Provide dedicated attention to managing the oversight of an extensive portfolio of privately leased properties. * Ensure each property receives adequate oversight, including regular inspections, addressing issues proactively in conjunction with the User Agency to maintain operational efficiency and User Agency satisfaction. * Create and maintain dedicated lease abstracts for all agreements, enabling accurate tracking of key terms, obligations, and deadlines. * Proactively identify and address lease compliance issues, minimizing risks and liabilities across leased facilities. * Monitor critical lease dates and conditions, ensuring timely renewals, amendments, and compliance with notice periods. * Conduct regular audits of a portfolio of leases to ensure accuracy in charges, compliance with terms, and adherence to budget allocations. * Provide targeted expertise in lease compliance and property oversight, complementing the capabilities of existing teams. * Establish metrics to evaluate property and lease performance, including financial analysis and operational compliance. * Prepare detailed reports on portfolio status, compliance activities, and risk mitigation efforts for senior leadership. * Develop and implement policies and procedures to improve lease management practices and efficiencies. * Provide supervision of one Lease Compliance Analyst Preferred Qualifications * Proven experience in lease management, property oversight, and real estate compliance, including auditing lease agreements and financial records. * Strong analytical skills with expertise in identifying discrepancies, verifying financial data, and ensuring compliance with lease terms. * Proficiency in lease auditing practices, including reviewing NNN charges, reconciliations, and tenant and landlord obligations. * Excellent organizational and problem-solving skills, with meticulous attention to details. * Effective communication and interpersonal skills to collaborate with internal teams, clients, landlords, and external stakeholders during audits and compliance reviews. * Knowledge of real estate laws, regulations, and best practices, particularly concerning NNN leases. *For more information about employment at DCAMM, please view our *RECRUITMENT VIDEO.* MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
