State of Massachusetts Manager of Environmental, Social, and Governance in Boston, Massachusetts

Position Summary: The Environmental, Social, and Governance (ESG) team in MassDOT’s Office of Transportation Planning (OTP) recognizes that institutional activities of our Agency are impactful for a cross-section of outcomes, including those related to the environment and community well-being. The Manager of Environmental, Social, and Governance will coordinate ESG functions in OTP and across MassDOT, including responsibilities related to monitoring the agency’s climate activities per therecommendationsissued by theOffice of Climate Innovation and Resilience, and those related to demonstrating MassDOT’s commitment to transportation equity and mobility justice. This role may also work externally and will represent MassDOT when the organization works collaboratively with other state, municipal, federal, and private partners on matters related to ESG duties. As a new function, the manager of this new OTP group will be asked to develop and follow an ESG work plan. Duties and Responsibilities: Monitoring and Reporting of MassDOT Climate Actions * With support from the MassDOT’s Climate PMO consultant team, establish a monitoring and reporting framework for surveilling progress against the specific actions required of MassDOT per the OICR report, inclusive of a dashboard or other tool * Provide administrative oversight of MassDOT’s Climate PMO consultant team as they provide recommendations and best practices for a monitoring and reporting framework * Execute data collection and dissemination, including leadership review, of MassDOT climate actions upon development of the monitoring and reporting framework Transportation Equity and Mobility Justice Project Development and Oversight * Update and maintain several of MassDOT’s data layers and public-facing dashboards, including but not limited to the identification ofRegional Environmental Justice Plus communities; theTransportation Is Supportive land use index; theAccess to Jobs dashboard; and theRTA Service Coverage Tool * Provide project management support and assistance to various qualitative planning studies currently underway and yet to be developed, including People and Transportation, and the District Equity Initiative * Serve as a liaison to other MassDOT business groups and modal divisions regarding the identification, measurement, treatment, and incorporation of transportation equity considerations in all institutional process, including related issues such as destination accessibility * Lead the development, publication, and dissemination of a series of MassDOT Issue Briefs that report on the accessibility and mobility experiences of various community types and modal users across the state, such as people with disabilities and residents of rural areas, for example About MassDOT: The 4,000 employees of Massachusetts Department of Transportation (MassDOT) takes great pride in connecting the Commonwealth’s residents and communities. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III.
