State of Massachusetts Marketing and Communications Manager in Boston, Massachusetts

Overview: The Supplier Diversity Office (SDO) is a new agency within the Executive Office for Administration and Finance of the Commonwealth of Massachusetts with a mission of serving diverse and small businesses and agencies of the Commonwealth. The SDO is seeking a dynamic individual for the new position of Marketing and Communications Manager with a high level of professionalism, integrity, leadership, communication and organizational skills, and desire to work in a fast-paced, performance driven environment. The highly motivated, customer centric candidate will be responsible for establishing and managing all SDO marketing and communications initiatives. Duties and Responsibilities (these duties are a general summary and not all inclusive): The Marketing and Communications Manager will play a critical role in developing, implementing and managing a dynamic SDO Marketing and Communications plan. The Manager will serve as a member of SDO’s Outreach and Engagement team and report directly to SDO’s Director of Diverse and Small Business Engagement. The Manager will develop communications and coordinate marketing efforts of SDO’s Diverse and Small Business Programs that promote and grow the certification and participation of minority, women, veteran, service-disabled veteran, disability and LGBT-owned businesses (diverse business) and small Massachusetts businesses (small business) for participation in programs administered and managed by the SDO and other Commonwealth entities. The Marketing and Communications Manager will in coordination from the Director of Diverse and Small Business Engagement and the SDO Executive Director: * Develop marketing and promotional materials about SDO programs, including the Certification, Supplier Diversity, Small Business, Affirmative Marketing, Persons with Disabilities and other SDO programs. * Manage SDO communications, including working with the Executive Assistant of the Executive Director in the development of SDO’s monthly newsletter and social media efforts. * Develop and deliver SDO presentations as needed about SDO programs and initiatives. * Serve as the liaison between the SDO and the Executive Office for Administration and Finance (A&F) Communications and assist in the development of press releases and A&F responses to external press inquiries. * Assist and consult with SDO’s General Counsel about any legal issues related to any press or public records inquiries. * Assist the Director of SDO Programs, Polices and Reporting in the drafting and editing of SDO program policies, policy communication memoranda, program communications, trainings and periodic and annual reports. * Work with SDO Leadership in the implementation and ongoing operation of a Customer Relationship Management system. * Assist other SDO Leadership with the drafting and editing of other policies and procedures, including those related to SDO certification, finance and administration, IT systems and data analytics, legal and compliance. * Provide guidance, information, and assistance to SDO and other agency staff, contractors and certified businesses on matters related to SDO programs as needed. * Facilitate team meetings and meet with SDO staff about any marketing and communications related issues. * Deliver strategic insight and seasoned judgment and continuously monitor SDO communications and marketing needs in order to achieve SDO’s overall mission and to deliver quality SDO programs and services. * Assist the Executive Director and other SDO Leadership as needed for executive level meetings on communications and other issues. * Participate in regular meetings to discuss strategies, priorities, and other concerns or issues. Preferred Qualifications: The ideal candidate will: * Be passionate about diversity and customer focused. * Have excellent interpersonal, verbal and written communication and presentation skills and experience and analytical skills and experience, especially related to demonstrating confidence and executive presence in public settings. * Be actively goal-driven, creative, forward-looking, and pre-emptive of questions. * Be extremely organized and highly motivated and able to manage multiple tasks at the same time. * Be detail-oriented and ability to work independently and also collaboratively. * Be driven to make a difference and committed to public service. * Be proficient in use of Microsoft Office products including Word, PowerPoint, Outlook and Excel and comfortable with and able to quickly pick up new technology/digital tools. * Be skilled in exercising a high degree of initiative, judgment, discretion and decision making to achieve objectives and resolve problems. Other preferred qualifications include: * Master’s Degree in Communications, Marketing or Public Administration. * Experience making strategic recommendations and translating a strategic vision into an operational model. * Experience with supplier diversity, affirmative marketing or other diversity programs. * Familiarity with the principles and practices of diversity, certification, procurement, contracting, grants and regulations. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V. A Doctorate degree in a related field may be substituted for the required experience.
