Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more. MassDEP seeks applicants for the position of NPDES Section Chief (EA VI). This position is assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the Director of the Division of Watershed Management or their designee. The incumbent will be responsible for managing the day-to-day operations of and supervising staff responsible for the implementation of the surface water discharge (SWD) permit program (in coordination with EPA Region 1’s National Pollutant Discharge Elimination System (NPDES) Program) and the residuals program for the Bureau of Water Resources. The incumbent will oversee work related to permitting wastewater discharges to surface waters, public notification of sewage discharges, and approval of land application of residuals, including the development of guidance, policy and regulations. Specific duties of this position include but are not limited to, the following: * * Address NPDES/SWD permit issues such as appropriate effluent limits and other permit conditions.* * Coordinate with MassDEP regions and review staff comments of draft NPDES/SWD permits prior to public notice.* * Interact regularly with US EPA on priority permits and water quality issues associated with NPDES/SWD permits.* * Review final permits prior to issuance.* * Participate in public meetings and hearings on NPDES/SWD permits.* * Participate in federal and state NPDES/SWD permit appeals.* * Assist Bureau and Department leadership on permit, policy, and regulation development.* * Evaluate and recommend revisions to SWD permit and other wastewater regulations.* * Work to address emerging contaminants, such as PFAS, in wastewater and residuals.* * Oversee staff issuance of approvals for land application of residuals.* * Implement a new program for public notification of sewage discharges.* * Work with water quality staff to address site specific issues associated with NPDES/SWD permits.* * Provide technical input to watershed management staff in the development of water quality reports, assessment reports and TMDLs to ensure NPDES/SWD program elements are properly integrated into watershed programs. * * * * Preferred Qualifications and Experience include:* * Demonstrated history of supervision of technical staff. * Familiarity with the NPDES permitting program. * Knowledge of and experience with Massachusetts Clean Waters Act, Federal Clean Water Act, State Surface Water Quality Standards, and TMDLs. * Excellent computer skills, including working knowledge of Microsoft Outlook, Excel, Word, and PowerPoint. * Experience in environmental sciences and/or engineering related to the wastewater treatment * Experience in negotiating resolution of complex matters. * Excellent verbal and written communications skills, including the ability to communicate complex technical information in plain language. * Experience in working cooperatively with the USEPA, municipal officials, the public, peers, supervisors, and managers. * Ability to work independently and multi-task First consideration will be given to those applicants that apply within the first 14 days. * *MINIMUM ENTRANCE REQUIREMENTS: * Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least five years must have been in a professional capacity, and of which (C) at least three years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. *Substitutions: * I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
