State of Massachusetts Permit Specialist in Boston, Massachusetts

The Massachusetts Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife species, plants, and natural communities, as well as the habitats that support them.

The Massachusetts Division of Marine Fisheries serves Massachusetts’ citizens by protecting, restoring, and enhancing fishery resources and their habitats, while providing sustainable fisheries related recreational and commercial opportunities.

The Department of Fish and Game, Division of Marine Fisheries (DMF) seeks applicants for the position of Permitting Specialist (Program Coordinator I).

The Permitting Specialist (Program Coordinator I) administers the special permits program for the Division of Marine Fisheries with a focus on fish weir and scientific collection permits. The incumbent must have knowledge of both DEP and town requirements for fish weir permits and is able to independently review and issue scientific collection permits in compliance with Agency policies and procedures. A knowledge of indigenous marine species, appropriate harvest methods, and general understanding of viable research is required. In addition, the person in this position must have a knowledge of the Commonwealth procurement policies as they will be responsible for issuing bids and contracting with vendors to procure needed materials to run the DMF permitting and tagging programs. The permitting specialist will issue dealer, commercial, special and recreational permits; assist with limited-entry permit programs; and oversee the Division’s trap tag programs. The individual in this position must be able to explain Division programs, services, procedures and fees as appropriate for this position; provides assistance to the Head of Permitting and other program staff as needed.

Detailed Statement of Duties and Responsibilities

  1. Solicit bids and select vendors for materials needed to run the licensing, trap tag and fish tagging programs by using the approved state procurement process.

  2. Assist in the development and implementation of tagging programs for regulated pot fisheries and as required by ASMFC management plans for regulated fisheries.

  3. Work with DEP and Town officials on the issuance of all fish-weir permits in coastal Massachusetts.

  4. Review and issue scientific permit applications in compliance with established policies on the collection and use of marine species for scientific research.

  5. Receives cash, and/or check payments for licenses issued by the Division of Marine Fisheries and Division of Fisheries and Wildlife, both through the mail and in-person: records all transactions. Enters and updates license applications into the FISH (commercial) and/MassFishHunt/(recreational) databases.

  6. Provide technical and administrative support to agency personnel and others concerning assigned programs, resolve problems to ensure compliance with established policies, procedures and standards.

  7. Answers queries of the public on Marine Fisheries permits, procedures, and regulations, as well as directing calls to the administrative staff.

  8. Assist with editing and compiling notices, letters, and other program related correspondence and documents.

  9. Perform other duties as assigned.

Qualifications Required at Hire

  1. Excellent interpersonal skills and experience interacting with the public.

  2. Ability to give oral and written instructions in a precise and understandable manner; to write concisely; express thoughts clearly; and develop ideas in a logical sequence.

  3. Ability to work independently, adapt to varying work situations, and to deal tactfully and establish rapport with others including employees, supervisors, and the public.

  4. Ability to write and edit memos.

  5. Knowledge of the computer-based software (Microsoft Office) used to create charts, graphs, and tables.

  6. Ability to maintain accurate records and assemble items of information according to established procedures.

  7. Considerable skill in keeping database records (including Excel) and preparing documents.

Qualifications Acquired on the Job

  1. Knowledge of the laws, rules, and regulations governing marine fisheries permit program.

  2. Knowledge of the principles and practices of fisheries science and fisheries management.

  3. Familiarity with advanced MS Excel skills including mail merge, pivot tables and complex formulas.

  4. Knowledge of state accounting and purchasing procedures and electronic systems.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.


I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
