Public Buildings Service Program Analyst in Boston, Massachusetts

Summary As a Program Analyst, you will be responsible for providing expert analysis on a variety of subject matter, and for initiating and/or leading projects involving the evaluation of regional programs/operations. This position is located in the Public Buildings Service (PBS), Deputy Regional Commissioner's Office, Boston, MA. We are currently filling three vacancies, but additional vacancies may be filled as needed. Responsibilities Monitors and evaluates assigned regional programs and initiatives. Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program. Designs and undertakes comprehensive management studies, initiatives or data gathering. Performs additional administrative and special, one-time projects that are time sensitive and confidential in nature. Prepares and/or conducts briefings for higher level management in order to explain the specific analysis of subject matter, as well as to provide guidance and/or direction for implementation. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area). To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.
