State of Massachusetts Program Coordinator III - Office of Finance and Administration in Boston, Massachusetts

DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. * *_G__eneral Statement of Duties and Responsibilities_ The Program Coordinator III will process various transactions in DCAMM’s project management software (Trimble Unity Construct, formerly e-Builder). The incumbent will work within the Office of Finance and Administration (OFA) to process various transactions for multiple departments within DCAMM. In addition, this position will provide support to users of the project management software. Duties for the Program Coordinator include: * Provide assistance and advice to agency personnel from various business units and programs to exchange information, resolve problems and ensure compliance with established policies, procedures and standards, primarily in the Trimble Unity Construct project management information system. Be available to users and answer questions during the normal course of the workday, as well as participate in periodic training sessions. Provide input into training topics based on observations on areas of confusion for staff and assist with content for training sessions. Manage assigned support requests through DCAMM’s service management software (Jira). * Coordinate and monitor program activities in Trimble Unity Construct to ensure effective operations and compliance with established standards. Work with business units and project teams to process transactions in Trimble Unity Construct, preparing and reviewing for accuracy. * Ensure adequate project funding is available and allocated correctly in Trimble Unity Construct and work with project teams to resolve any discrepancies. Research financial issues and reconcile accounts and budgets as needed. * Assist Project Teams in processing key financial transactions across all platforms, as well as providing backup and leadership for other Project Controls staff in troubleshooting financial transactions * Provide assistance to project teams for various project administrative tasks with a focus on Trimble Unity Construct processes and other platforms as needed. Provide feedback to supervisor and the Trimble Unity Construct support team aimed at improving Trimble Unity Construct functionality, usage, and training, based on interactions with project teams. * Help resolve issues that prevent a project from financial close out in a timely manner. Manage close out of project budgets and resolution of all issues that may arise by working with OFA staff and project teams. * Manage and review Monthly Project Status report for DCAMM’s websit * Crosstrain in all Project Controls responsibilities. Provide backup support for other Project Controls staff as needed. * Perform related duties as required. _Preferred Qualifications_ * *5-7 years of experience managing financial transactions, providing support, managing workflows in enterprise systems or a similar role within a large organization. * Proven ability to work with a team and to provide outstanding support to colleagues. * Knowledge of administrative, financial, and operational policies and procedures, which impact projects throughout their lifecycle. * Understanding of project management/project administration issues which impact budget and schedules during the design and construction phase of projects. * Understanding of the complexity of each project team member’s role (ie. Designer, General Contractor, Developer, Construction Manager), in particular the Project Manager. * Experience with project management information systems, including but not limited to Trimble Unity Construct, formerly e-Builder. * Intermediate to advanced level User experience in Microsoft365 software suite. * Knowledge of the public procurement process. *For more information about employment at DCAMM, please view our *RECRUITMENT VIDEO. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
