State of Massachusetts Project Manager in Boston, Massachusetts
_About the Office of the Comptroller_ The Office of the Comptroller ensures that the more than $50 billion in annual transactions authorized by the general appropriations act and supplemental appropriations are executed in accordance with all statutory requirements and recorded in compliance with accounting standards. We also oversee capital assets, federal funding inflows, and other transactions. We also own and maintain statewide payments and payroll systems, safeguarding critical financial information. The powers and obligations of the Office of the Comptroller are generally dictated by M.G.L. c. 7A. _Position Summary_ The Project Managerwill work for the Innovation and Support Team (IST), reporting to theChief Process & Innovation Officer. IST is responsible for the Solution Desk, Learning & Development, and Project Management. The team aims to provide superior customer service by delivering solutions to our key stakeholders. We work to proactively understand the needs of the stakeholders and how we can improve. The Project Manager will work with the Chiefto manage and streamline projects, outline priorities, clear bottlenecks, and continue to move the team and organization forward. This position focuses on the innovation pipeline, capturing business needs and modifying projects as required. The Project Manager willdrive CTR priorities and help identify areas of process improvement. _Specific Duties include:_ * Evaluate how internal business processes can be improved to provide an enhanced experience for key agency staff and work with the relevant stakeholders to implement these changes. * Develop and define project goals and ideas. * Manage various stages of projects including organization, planning, execution, testing, change management, communication, and support (job aids, training, etc.). * Create and manage project documentation including project plans, timelines, task lists, governance and incidence response. * Consult with stakeholders to determine business and technology needs. * Develop and update business plans and outline the path to meet both long-term and short-term goals. * Responsible for the digitalization of existing (or new) products and services. * Implement and document components of business process management including systems interfaces, tables, workflows, reports and process models. * Cultivate productive and efficient teamwork among project team. * Meet with departments and CTR teams to coordinate resources and information required to resolve agency issues/concerns. * Set and manage appropriate expectations for key agency staff regarding CTR’s roles, responsibilities, and statutory obligations. * Evaluate project performance and effectiveness. * Build and maintain positive, collaborative working relationships within CTR as well as with the key agency staff of the over 150 State agencies of the Commonwealth. _Required Skills:_ * Excellent oral and written communication skills. * Superior time management. * Demonstrated strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail. * A solid professional and positive customer service approach to problem solving. * Knowledge of various project management methodologies. * Experience working in project management, including managing projects and a team. * Comfortable speaking and working in front of groups. * Collaborative approach to work, process or issues. * Ability to analyze data to draw conclusions; troubleshoot scenarios and make appropriate recommendations. * Demonstrated ability to exercise sound judgement. * Ability to contribute effectively to the overall CTR work environment in a positive, respectful, and cooperative fashion. _Preferred Qualifications:_ * Degree or Certification in Project Management or other relevant field, including Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Associate in Project Management (APM), Certified ScrumMaster (CSM), Lean Six Sigma, or others as appropriate. _Minimum Entrance Requirements:_ Applicants must have at least five (5) years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in the fields of procurement, accounting or financial management (includes: procurement, budgeting, accounting, auditing, management analysis, program evaluation, financial reporting or program results). Procurement project management experience may be considered to meet some or all this requirement based upon specific project information and details. Education toward such a degree will be prorated based on the proportion of the requirements actually completed. *_Salary Range:_* $ 105,000-$115,000* _Benefits Package_ * CTR is pleased to offer a comprehensive benefits package for its employees and managers. Under this policy, employees are currently required to work a minimum of four business days per month (two set by management and two set by the employee) on-site at CTR’s Boston office and may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the telework policy. Under this policy, all employees must be able to report to the Boston office with little or no notice, even including the same workday should an exigent circumstance arise. Therefore, a reasonable proximity to the office is necessary. CTR does not reimburse for employees to travel to the office.
