The Senior Budget Analyst assists the Budget Director and Chief Financial Officer (CFO) in analyzing agency program and policy functions for budget implications. They ensure EEC?s financial accountability through coordination of accounting, contracting, and policy functions and conduct fiscal and policy analyses on EEC administration and programs. They make recommendations in the development of new programs and policies, ensure resources and contracts are allocated and tracked properly and coordinate necessary data sharing with EEC units. They will provide financial management and oversight over the ISAs between EEC and other Massachusetts agencies in relation to federal funds. The Senior Budget Analyst is responsible for the management, development, tracking and analysis of expenditures across EEC?s federal grants, trust accounts and capital. The Senior Budget Analyst is responsible for conducting and maintaining updated federal spending projections based on grant mission and regulations to maximize expenditures for those federal grants. The Senior Budget Analyst integrates department policy and trends into forecasts, communicating changing policies with external and internal shareholders, collaborating with professional and policy staff of other state legislative and executive agencies in developing forecast models and assumptions, and presenting forecasts and policy impacts on such federal grants. The Senior Budget Analyst works interactively with other units within the Department as well as outside the department like the Comptroller?s office (CTR), Executive Office of Health and Human Services (EHS) and outside vendors for federal reconciliations and spending to support programmatic expenditures across agency priorities and initiatives. The Senior Budget Analyst synthesizes information from the Department\'s IT, Policy, Family Access and Engagement, and Legal units to develop and communicate on the Department\'s spending priorities. The Senior Budget Analyst works with federal agencies, such as the Administration for Children and Families (ACF), to ensure federal draws are accurately processed through the state?s accounting system and reported correctly through the federal reporting systems such as Payment Management System. The Senior Budget Analyst with work directly with the CTR office and program leads with any federal grant set ups such as program codes or activity codes. The Senior Budget Analyst will support the Budget Unit with the development of spending plans and maintenance budgets for accounts in their portfolio. They will provide federal updates to EEC Leadership, EHS Federal Revenue, Executive Office of Administration and Finance (ANF), House and Senate Ways and Means, and provide resolution to questions that arise in relation to federal grants such as Child Care Development Block Grant and Transitional Aid for Needy Families. They will be responsible for updating, maintaining, and submitting the routine reports, and any other related reporting for federal expenditures.
