ICF Consulting Group, Inc. Senior Health Economist Consultant (Zambia) in Boston, Massachusetts
ICF under the Scaling Up Nutrition, Learning and Evaluation (SUN LE) project is seeking a consultant to serve in the role of a senior health economist based in Zambia to support development of a study protocol for an impact/economic analyses study. This study protocol will cover modelling options for an allocative efficiency activity for Zambia’s First 1000 Days Most Critical Program (MCDP) II.
This is a short-term consultancy in Zambia. The anticipated period of performance is January to April 2022.
The consultant will work alongside several members of the SUN LE team and will be critical in providing in-country support. The consultant will be responsible for the following:
Assisting in document review for literature review
In country lead to determine available data sources in nutrition and agriculture
Collecting and sharing key documents
Identifying key stakeholders, as needed for data input needs and target setting
Convening meetings and data gathering sessions
Conducting interviews as needed for data access
Liaising with SUN LE team to facilitate logistical and other arrangements for meetings
Working alongside the SUN LE and ICF team to review data access and validity
This assignment will require physical presence in Zambia
Master's Degree in Economics plus a minimum of 7 years of demonstrated experience in public health research and evaluation
Experience leading and managing projects, teams, and individuals
Strong technical project management acumen
Experience working with national and local government stakeholders and international organizations
Knowledge of the SUN Programme and related interventions
Excellent written and communication skills
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, and Teams)
Demonstrated success delivering solutions in health economics to clients in a professional services / consulting setting
Experience working on programs or projects related to nutrition
Experience with the Lives Saved Tool (LiST) or Disability Adjusted Life-Years (DALYs) approaches
Working knowledge of allocative efficiency analysis (Oaxaca-Blinder Decomposition Analysis is a plus)
Experience with costing analysis
Experience using Stata, R, SAS or other structured programming language for data analysis
Positive, pragmatic and collaborative style
Exceptional organizational, communications, and people management skills
Exceptional verbal, interpersonal and written communication skills
Strong analytical, problem-solving and decision-making capabilities
Sound business ethics, including the protection of proprietary and confidential information

- The consultant will work in close collaboration with SUN LE Chief of Party and report directly to Sr M&E advisor at ICF
