State of Massachusetts Senior Manager of Behavioral Health Strategy and Finance in Boston, Massachusetts

The MassHealth Office of Behavioral Health manages the coverage and delivery of Medicaid Behavioral Health services that are provided to members directly through MassHealth or through managed care plans. TheSenior Manager of Strategy and Finance, reporting to the Director of Behavioral Health Policy, will oversee and support a range of high-priority agency initiatives related to behavioral health. The Senior Manager will oversee a portfolio of high-value strategic initiatives within the office of behavioral health and inter-departmental and inter-agency teams, with projects including: 1) Programmatic re-design of MassHealth behavioral health service delivery as part of EOHHS Behavioral Health Initiative, 2) Management of financial and budget related initiatives, including oversight of analytic components, rate development, and fiscal impact 3) identification and implementation of policy and operational improvements through analysis and data driven policy development, and 4) other urgent departmental or agency priorities. * * _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * In collaboration with behavioral health policy team & leadership, inter-departmental and inter-agency teams, and MassHealth leadership, develop forward-thinking data driven policy for behavioral health service delivery related to primary care, outpatient, and crisis treatment. * Manage behavioral health financial and budget work streams with MassHealth finance team, including: managed care rate development, provider/program rate development, budget impact * Identify problems and recommend policy/operational/financial solutions to align system-wide incentives with policy direction * Lead and collaborate with cross-functional teams to create internal alignment of policies and procedures * Support development of analyses, analytic tools, and dashboards to be used department wide, utilizing experience with claims data, financial, and other quantitative analysis * Prepare and present formal recommendations to MassHealth executive team and EOHHS leadership * Interact with external stakeholders to communicate policies, support performance management, and gather input and feedback _Preferred Qualifications:_ * o Expert analytic and problem-solving skills, including experience with financial modeling and analysis and claims analysis using MS Excel and Tableau o Excellent MS PowerPoint skills and attention to detail to develop clear communication materials o Excellent written and verbal communication skills, Ability to parse complicated problems and communicate and interact effectively with staff, leadership, and stakeholders. o Strong project management and organizational skills, with proven experience in leading complex and cross-functional projects with a range of staff and leadership o Strong interpersonal skills, and ability to establish effective operating relationships across MassHealth o Experience and interest in healthcare and behavioral health, with a desire to develop and implement forward thinking policies in behavioral health care delivery with an eye toward financial sustainability o Enjoys working in a fast-paced environment with multiple competing priorities o Passion for public service _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
