State of Massachusetts Senior Policy Analyst, Inspector General’s Policy & Government Division in Boston, Massachusetts

The Office of the Inspector General (Office) seeks a team player who is highly motivated, results-driven and detail-oriented for the role of Senior Policy Analyst, with a primary focus on health care. Working in a collaborative and inclusive team environment, the successful candidate will work with the Policy & Government Division (P&G), which is responsible for conducting reviews of the Massachusetts Medicaid (MassHealth) and the Health Safety Net programs. The Senior Policy Analyst will lead reviews and work closely with other members of the P&G team to analyze data, health care claims, processes and policies in these programs. The Office is at the forefront of promoting effective government and responsible use of public money and property. As the first state-level inspector general's office in the country, the Office's work improves transparency and accountability in government and seeks to prevent, detect and correct fraud, waste and abuse in the use of public resources. The Office is interested in qualified candidates who can contribute, through their work and service, to the diversity and excellence of its work and community. This is a full-time, benefited position. The OIG is currently operating remotely and will transition to a hybrid remote and in-person model in July. The successful candidate will: * Work collaboratively with a team of professionals, including attorneys, investigators and data analysts. * Lead and participate in projects that identify and assess risks and vulnerabilities within the MassHealth and Health Safety Net programs. * Work with subject agencies to help minimize fraud, waste and abuse in MassHealth. * Evaluate, validate and interpret the results of data analysis. * Research statutes, regulations, policies and procedures. * Recommend actions to correct fraud, waste or abuse and improve the quality, integrity and efficiency of the MassHealth and Health Safety Net programs. * Create clear and accurate reports that include findings, recommendations, graphics and tables. The successful candidate will have: * At least 7 years of experience working with Medicaid policy, including but not limited to experience in the areas of health care policy, public administration, program development, program evaluation, performance audit, risk analysis or compliance. * Knowledge of health care coding, reimbursements and claims processing. * Demonstrated knowledge and understanding of MassHealth's processes and regulations or the Centers for Medicare & Medicaid Services' processes and regulations. * Experience analyzing quantitative and qualitive data. * Strong Microsoft Office skills, including proficiency with Microsoft Excel data analytics tools * Demonstrated ability to lead a project and collaborate on a work product. * Outstanding written communication and editing skills. * Strong verbal and interpersonal skills. * Ability to present findings in a user-friendly manner to people with varying degrees of technical proficiency and health care knowledge. * Demonstrated attention to detail. The successful candidate may have: * Graduate or advanced undergraduate coursework in one or more of the following areas: health care policy, public administration, law, or a business-related field such as economics, business administration or data analytics. * Extensive knowledge of MassHealth and the Health Safety Net programs. * Experience working with or for MassHealth. * Experience using data analytics tools and software. * Experience reviewing and analyzing risks or fraud, waste and abuse and recommending controls. * Experience in health care auditing or investigations. * Accredited Healthcare Fraud Investigator certification.
