State of Massachusetts Senior Project Engineer (Civil Engineer IV) in Boston, Massachusetts
Position Summary MassDOT Aeronautics’ overall mission is to make air transportation safer, cleaner, more efficient, and more economically advantageous for the people, communities, and businesses of Massachusetts. Aeronautics employs the highest standards in safety, planning, engineering, and financial management to regulate and promote air transportation in the Commonwealth. The Agency oversees 35 of the State’s 38 public-use airports, supports economic development and job growth, reduces aviation’s environmental impact, facilitates the adoption and use of Uncrewed Aircraft Systems (UAS/drones) in the Commonwealth, and explores the introduction of advanced aviation systems. The Project Engineer / Project Manager will be integral member of the MassDOT Aeronautics Engineering Team and will report to the Chief Engineer. The Project Engineer / Project Manager will work closely with the engineering team as well as our planning and environmental teams to ensure that we have completed all required planning and environmental permitting prior to project implementation. The Engineering Team supports our public-use airports with grant funding for capital improvement projects including runways, taxiway, aprons, navigational aids, lighting, signage, markings, pavement maintenance, terminal building, air traffic control towers, and administration buildings. The Project Engineer / Project Manager will be responsible for the coordination and analysis of airspace review requests. MassDOT Aeronautics manages 40-70 projects each fiscal year. Duties and Responsibilities * Supervises, coordinates, and monitors the activities of subordinates engaged in civil engineering work in the Aeronautics Division to ensure effective operations and compliance with federal and state established procedures as well as state procurement laws. * Performs the review and analysis of Airspace Reviews in accordance with MGL Chapter 90 and understands FAA airspace and surfaces requirements of Part 77, FAA AC 150/5300-13B, and NAVAIDs using software including AutoCAD, Google Earth, and GIS and provides recommendations to their supervisor and/or the Chief Engineer. Communicate with and monitor the communication with the proponents/public to acquire relevant project information for request and ensure requests are reviewed in a timely manner and completes airspace reviews when required. * Attends and organizes (when applicable) project meetings, to include pre-construction, pre-design, project status update, closeout inspections, and additional required meetings. * Reviews all assigned project documentation, to include grant application, grant assurances, grant awards, standard contracts, and all other associated contractor/consultant documentation. Ensures project documentation is updated throughout the lifecycle of assigned projects, ensures all change orders and supplemental agreements are accurate and follow the proper internal processes. Coordinates all projects with supervisor and/or the Chief Engineer. * Maintains detailed field notes, meeting minutes, and project records for all assigned projects. Provides timely information to supervisor or Chief Engineer at key decision points. * Organizes and leads project meetings, to include preconstruction, pre-design, project status update, closeout inspections, and additional required meetings. * Reviews the work performed by contractors in the construction, maintenance, and/or site development of airfield and building projects. Supervises contractors in the field and office environments as a project manager on assigned projects. * Directs and monitors Planning, Design, Award, and Management of Statewide Construction under the management of their supervisor or the Chief Engineer. * Prepares engineering plans, drawings, sketches, and details, as needed, using AutoCAD and other Computer Aided Drafting software. * Reviews the validity of all invoices and ensures costs are properly accounted for on internal documentation. Creates payment voucher templates and distributes to vendors and project managers to enable efficient processing of payment requests. * Inputs data into the division project management software and ensures all software shortfalls are addressed with the information technology service support team and coordinated with the Chief Engineer. * Prepares engineering designs, specifications, and cost estimates for engineering projects on airports such as runway, taxiway rehabilitation projects, safety area improvements, pavement maintenance, pavement markings etc. suitable for bidding and construction. * Reviews engineering plans, details, specifications, and engineering cost estimates submitted by consultants for various projects at airports using good sound engineering principles and knowledge of FAA Advisory Circulars. Reviews subordinates work in completing similar tasks. Reviews bids to determine the lowest, responsible, eligible, and valid bidder for various types of airport projects. Conducts interviews of references provided by the Contractor. Supervises subordinates performing similar tasks. * Conducts field investigations to determine the proper course of action to solve engineering issues and problems and makes recommendations including a thorough understanding of soils, bituminous concrete, Portland cement concrete, and aggregate base courses. * Perform duties of a resident project representative (RPR) including observation of construction, enforcement of contract specifications, adherence to safety during construction, operational vehicle safety, etc. for statewide airport projects such as pavement rehabilitation and/or pavement markings. Advises contractor and supervisor of work not in compliance with specification and/or any safety violations. Provides assistance with interpretation of field conditions and escalates issues to supervisor when necessary. Coordinates work with the Airport, Contractor, subconsultants, and/or the Chief Engineer. * Reviews the work performed by contractors in the construction, maintenance, or site development of airfield projects where another consultant is the RPR. Supervises contractors in the field and office environments as a project manager on assigned projects. Observes construction operations, enforces contract specifications, adherence to safety during construction, safely operate vehicle according to airfield driving requirements, etc. at airports. * Maintains, categorizes, and updates to all electronic files which includes as-builts, aerial mapping, Master Plans, Airport Layout Plans, and miscellaneous illustrations and drawings have been received from Airports, through their consultants. * Manages and coordinates with the MassDOT Drone Team to conduct aerial surveys. Provide expertise in engineering to interpret collected drone data and utilize software to build products to be used internally and externally to the division. * Conducts Pavement Condition Index inspections, coordinate work with airports, analyze data, and provide information to consultants performing PCI analysis. * Assists with the review of consultant scopes of work and fee estimate and assists with the completion of independent fee estimates (IFE) for work performed by airport consultants. * Stamps professional drawings when necessary for advertisement for bids. Preferred Qualifications * Experience with airport engineering including pavement design, drainage design, horizontal/vertical grading, airfield navigational aids, airfield lighting, airfield safety, airspace analysis, and airport electrification. * Knowledge of the principles and practices of civil engineering including design and field engineering. * Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications, and guidelines governing assigned unit activities and in connection with the construction and maintenance of airports and adjacent infrastructure. * Ability to effectively communicate, both oral and written, with various project stakeholders, airport managers, consultants, and federal partners. Unit E Sign-On Bonus This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.
