State of Massachusetts Shelter Facility Inspector in Boston, Massachusetts

_Executive Office of Housing and Livable Communities (EOHLC)__is seeking a Shelter Facility Inspector for the Division of Housing Stabilization!_ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. _OVERVIEW OF ROLE:_ The Shelter Facility Inspector is a critical position to ensuring that Emergency Assistance (EA) Shelter units meet health and safety standards and remain in habitable condition. The incumbent is part of a team of inspectors who are responsible for routine inspections of approximately 7,500 shelter units located across the Commonwealth. This involves inspecting EA dwelling units for health and safety violations as outlined in the Mass State Sanitary Codes. The incumbent communicates with the respective shelter provider to ensure that all violations are corrected and the unit remains habitable. In addition, the incumbent investigates and resolves unit condition concerns expressed by a wide range of stakeholders, from families to community advocates. The incumbent is responsible for meeting all the requirements of the inspection unit protocols on a regular and ongoing basis. The incumbent will be responsible for completing all tasks as assigned by the supervisor. _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ _1) Site Visits:_ · Conducts annual in-person unit inspections. · Conducts follow up inspections to verify correction of all violations from annual inspections. · Conduct complaint investigations and inspections. · Identify and support corrective action for problematic shelter sites. _2) Corrective Action Plans:_ · Develops corrective action plans as necessary to address deficiencies. _3) Data Entry:_ · Enters, updates and maintains all data in EOHLC assigned integrated systems. _4) Managing and Tracking:_ · Manages and maintains assigned portfolio for EA Shelter units. · Enters and tracks all unit related complaints and new unit assessments into the respective spreadsheet. _5) Training:_ · Attends/completes all mandatory training as scheduled. · Performs related duties as assigned and/or delegated by unit supervisor. _PREFERRED QUALIFICATIONS:_ 1. Knowledge of Massachusetts State Sanitary Codes. 2. Ability to work independently and as part of a team. 3. Ability to prioritize tasks and ask for direction when needed. 4. Ability to communicate effectively with others with tact and diplomacy. 5. Commitment to producing high-quality products with an attention to detail. 6. Experience working with homeless families. 7. Knowledge of Microsoft Office products, in particular at least intermediate proficiency using Excel and Teams. _COMMENTS:_ Please upload resume and cover letter. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed. Incumbent’s home base is Boston, 100 Cambridge Street. Please note this position requires travel across the state – 100% of the time. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
