State of Massachusetts Special Projects and Operations Manager in Boston, Massachusetts

The Integrated Care team at MassHealth, the Massachusetts Medicaid agency, is seeking an individual to provide operational and organizational expertise and advance implementation of new policy and program initiatives. The Integrated Care Team is responsible for MassHealth’s integrated care delivery systems: One Care, the Program of All-inclusive Care for the Elderly (PACE), and SCO, including for individuals eligible for Medicare and Medicaid (dual eligibles). Skills or prior experience in process management, operations, business interface with operations or IT, implementation, interpreting and applying complex federal and state statutes, regulation, and policy, program administration, effective communication, collaborating in a team environment, and preferably having prior exposure to health care policy, program implementation, project management, and government are strongly preferred. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ The Special Projects and Operations Manager reports to the Director of Health Plan Administration and Oversight. * Manage Integrated Care Internal Operations and Implementations o Manage projects in multiple areas; planning, implementing, overseeing coordination between individuals and departments throughout the duration of projects. o Participate in cross-agency projects and workgroupsfor state and federal requirements/policy changes, and for operational, enrollment, and eligibility practice changes. o Create process documentation o Serve as a subject matter expert (SME) and primary liaison for enrollment, eligibility, integrated care/managed care operations issues, and for the development of business requirements for IT systems changes. * Manage and Resolve Eligibility and Enrollment Issues o Coordinate or handle the research of answers and issue resolution related to enrollment and eligibility issues. o Problem-solve, recommend policy and program changes, and manage implementation of enrollment and eligibility resolutions and updates. o Review, analyze, and interpret data from a variety of sources; recommend and apply findings to policy and procedure change processes and implementations. * Manage Plan-facing Operational, IT, and Business Process Issues o Propose and implement continuous improvements and program operations efficiencies for One Care, SCO, and PACE. o Participate in periodic audit and review processes to ensure proper Plan implementation and management of contract requirements and agency processes. o Draft business procedure documents describing operational changes for integrated care plans. o Document and organize operational policies and procedures for Plan-facing implementation. Preferred Qualifications: * Degree in a related field, especially health or social policy, public administration or public policy, public health, law, social work, criminal justice, political science, management, or economics * Passion for public service * Background in health care management, contract management, policy, government, Medicare, and/or Medicaid * One to three years of program, implementation, business planning, or operations experience in a health care environment * Experience with adapting content and effectively communicating (verbally or in written form) to diverse audiences * Ability to quickly shift gears between variety of complex project areas, and get up to speed quickly on new initiatives * Ability to work independently and collaboratively, including establishing and maintaining effective working relationships * Strong analytic and problem-solving skills * Excellent organization skills, including ability to manage time, to manage multiple tasks, to set priorities, and to work under time constraints * Experience effectively using project management techniques * Ability to interpret policies and procedures in written and verbal responses to requests for information * Experience presenting information in Microsoft Word, PowerPoint, and Excel, and familiarity with Tableau and Microsoft Teams _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.First consideration will be given to those applicants that apply within the first 14 days. _About MassHealth:_ MassHealth, the Commonwealth’s Medicaid program, provides health care benefits to certain low and medium-income Massachusetts residents.
