State of Massachusetts State Building Inspector II in Boston, Massachusetts

_About the Organization:_ The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools. The Division of Occupational Licensure is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The State Building Inspector II’s (“Inspector”) primary responsibilities include: supervising the enforcement and implementation of the building code; developing and delivering training; inspecting new and occupied buildings and structures; inspecting amusement devices; investigating building code complaints and violations; witnessing the conduct of tests on various building safety devices; providing technical assistance to others; reviewing local building inspection decisions and practices; soliciting information regarding pre-construction requirements; responding to inquires from public and/or private individuals and groups; establishing and maintaining liaison with federal, state and municipal agencies and other personnel involved in building construction; and performing related work, as required. The basic purpose of this work is to ensure compliance with applicable laws, rules and regulations relative to building construction and maintenance and to determine enforcement action, as appropriate. _Duties and Responsibilities:_ *(these duties are a general summary and not all inclusive): * Review permits and construction work on state owned, leased or controlled properties within assigned district. * Inspect buildings and other structures, (including amusement devices pursuant to MGL Chapter 140, Section 205A and 520 CMR 5.00), during and after construction for structural and exit safety and for compliance with fire prevention standards, the State Building Code, referenced standards, and related laws, rules and regulations to recommend the acceptance of completed construction projects; Investigates building code violations and enforces all of the provisions of the State Building Code and referenced standards, the AAB Rules and Regulations, and other state statutes, rules and regulations by issuing notices of violation or exercising police powers to halt construction. * Witness the conducting of tests of various fire protection systems, emergency lighting and generator systems and other safety systems to ensure compliance with Massachusetts General Laws and regulations and to cite violations when appropriate. * Provide technical assistance and advice to builders, local building officials, and the general public regarding the State Building Code and other related laws and regulations by responding to questions, researching and interpreting such, and by providing technical information to agency legal counsel in the preparation of legal documents. * Resolve differences between local building officials and building permit holders regarding interpretation of the State Building Code, laws, rules and regulations, and may review orders or decisions of a local inspector, and local building inspection practices, for conformance to the State Building Code. * Investigate written complaints concerning construction supervisors, or local building inspectors or building departments. Reviews credentials of local inspectors or construction supervisors and conducts investigative interviews with interested parties to ensure compliance with applicable laws, rules and regulations and assigned responsibilities. * Investigate modular building complaints and identifies, through inspections and investigative interviews, issues pertaining to compliance or noncompliance with the building code and other applicable laws, rules and regulations; and provides findings to the BBRS in a written report. * Review information stated on permit applications or plans concerning proposed construction or maintenance requirements, real or personal property acquisition, property titles, specifications or plans, environmental alteration, property valuation and land use, etc., in order to approve or disapprove such permits or plans based on conformance to State Building Code, referenced standards, the AAB Rules and Regulations and other related laws. * Establish relationships with and serve as a liaison to engineers and other professionals, contractors, special interest groups, federal, state and municipal agencies and other interested parties in the planning and review of construction projects and the investigation and resolution of problems to provide uniformity in the interpretation of applicable laws, rules and regulations. * With direction from Supervisor and/or Chief of Inspections or Assistant Chief of Inspections or DOL management, represent the agency at various public and private boards, commissions, committees and in court to provide official policy and expert opinion. * Serves as a temporary special (state) police officer at the discretion of the Governor or Commissioner of the Division of Occupational Licensure, in order to assist in public emergencies such as a building collapse, hurricanes or tornadoes. * Inspect Amusement devices to ensure compliance with Massachusetts General Laws and regulations. * Determine causes of construction or amusement ride accidents by interviewing witnesses and injured parties and by contacting engineers, building officials, insurance adjusters, attorneys, and other appropriate sources. * Analyze complaints or allegations by identifying issues involved in types of evidence needed, and reviews cases with superiors or other investigators to obtain or share information and formulate the proper course of action. * Respond to inquiries by explaining policies, rules and regulations, and interpreting codes or laws and recommend appropriate referral resources if unable to provide requested service. * Perform related duties such as preparing reports and correspondence; providing notice to appropriate parties as required, and serving on committees, commissions or boards as a representative of the agency. * Serve as a temporary city or town building official at the discretion of the BBRS and the Commissioner for a period not to exceed 30 days. *Working Conditions: * Building inspectors are exposed to adverse weather conditions and walk and stand for prolonged periods of time. * Based on assignment, incumbents of positions may also travel for job related purposes; may be required to work varied shifts including, nights, weekends and holidays on occasion; may be exposed to hazardous conditions such as construction sites and equipment, bridges and subsurface high voltage wires; and climb stairs in excess of 15 feet in height. _All applicants should attach a cover letter and resume to their online submission for this position._ _The successful candidate will be required to pass a criminal background check (CORI) and a physical exam, prior to hire._ /SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. MINIMUM ENTRANCE REQUIREMENTS: Must have at least five (5) years of full time or equivalent part-time experience in the supervision of building construction or building design, including high rise buildings or large scale building projects, or any equivalent combination of the required experience and the substitutions below. Substitutions: 1. An Associate’s degree with a major in building construction or building design may be substituted for a maximum of one year of the required experience. 2. A Bachelor’s degree with a major in architecture or architectural or structural engineering may be substituted for a maximum of two years of the required experience. 3. A Graduate degree with a major in architecture or architectural or structural engineering may be substituted for a maximum of three years of the required experience Applicants must possess a current and valid Inspector of Buildings\Building Commissioner certification issued by the Department of Public Safety’s Board of Regulations and Standards and must meet all requirements as outlined in Massachusetts General Law, Chapter 143, Section 3. At time of application submission, Applicants must possess a current and valid national Association of Amusement Rides Safety Officials (NAARSO) certification; OR Amusement Industry Manufacturer and Suppliers International (AIMS certification). Successful candidates not possessing either one or both of the aforementioned Amusement certifications must acquire certification in either or both within 24 months of hire. License or Certification Requirements: Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License. Must be certified as an Inspector of Buildings/Building Commissioner in the State of Massachusetts in accordance with M.G.L.
