State of Massachusetts Strategy Manager in Boston, Massachusetts

The Massachusetts Department of Mental Health (DMH) is seeking a dynamic and skilled professional to serve as Strategy Manager. The selected candidate will independently own and drive a portfolio of high-priority, cross-divisional projects to improve the management and performance of the agency’s system of mental health care. The Strategy Manager will work towards improving agency-wide processes and operations, conducting analysis, and planning to identify and address emerging priorities, and project-managing cross-divisional high-priority initiatives. For each such initiative, the Strategy Manager will coordinate with members of DMH leadership and cross-functional teams, including representatives from, policy, legal, and IT units to conduct analysis, generate innovative and effective solutions, shape long-term organizational strategy, and drive implementation and change management work where needed. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Lead strategic planning and analysis efforts for both regular planning cycles and targeted high priority projects. * Conduct analysis on DMH data to identify and prioritize opportunities for improvement and to develop and implement solutions. * Manage and execute successful projects that meaningfully improve DMH's system of mental health care and/or effectively carry out its responsibility as the state authority on mental health. * Assemble and manage cross-functional teams focused on addressing key strategic challenges or opportunities; identify project scope, develop work plans, and lead day-to-day efforts of staff in developing policy and/or operational recommendations. * Supervise Strategy Analysts and assist in the onboarding, training, and performance of staff * Engage with external stakeholders, advocates, providers, and payors as necessary to collect input and ensure policy and strategic objectives are implemented smoothly. * Manage urgent legislative or Commissioner-identified priorities and time sensitive requests. * Serve as liaison/representative and extension of Commissioner's Office on projects involving other state agencies, other teams within EOHHS, or committees/commissions requiring DMH's authority on behavioral health systems issues. * Provide guidance and coaching to Strategy Analysts and members of DMH divisions on best practices for project management, analysis, strategic planning, or financial modeling. * Recommend optimal analytical or management approaches in order to build project management and planning capacity across the agency. /_Preferred Qualifications:_/ * Extensive project management experience including complex workstreams and initiatives involving matrixed/cross-functional stakeholders. * Strong analytical, organizational, interpersonal, verbal, and written communications skills. * Solid record of decision-making ability which includes logical and systematic analysis, identification of priorities, and decision-making under pressure and ambiguity. * Ability to work with high level officials and executives. * Ability to apply effective change management techniques to direct, supervise, and motivate staff. * Capability in developing and creatively managing complex systems of operation and simultaneously manage various projects with diverse goals, competing demands, and timelines. * Data literacy, analytic skills, and mastery of Microsoft Excel and/or other analytic software. * Excellent Microsoft Office application skills including Word, Excel, Outlook, PowerPoint, and Teams. * Familiarity with the DMH service system and operational practices a plus. * Given the population served, bilingual or multilingual fluency. /_DMH Mission Statement:_/ The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities.
