State of Massachusetts Temporary Fiscal Support Coordinator (6 months) in Boston, Massachusetts

The Office of Refugees and Immigrants (ORI) seeks a Temporary Fiscal Program Coordinator. This position will report to the Budget Director; the selected candidate will provide administrative and accounting support for the fiscal unit of the office. This is a temporary position that could last up to six months. The Temporary Fiscal Program Coordinator will also prepare and review appropriate financial documents, process and track earmarks/invoices to ensure compliance with ORI policies and to resolve accounting discrepancies, assist other members of unit with contracting, procurement, accounts payable, Refugee Cash Assistance (RCA) requests and budget items, Monitor assigned refugee programs, provide on-going technical assistance to providers, respond to inquiries, maintain liaison with various agencies, and perform related work as required. Duties and Responsibilities (these duties are a general summary and not all inclusive): * Process and track earmarks/invoices. * Assist in the processing of bi-monthly RCA payments, as needed. * Prepare and modify GAX forms for RCA clients, as needed. * Enter data in MMARS recurring payments. * Reconcile financial documents, records, and transactions to ensure compliance with established standards for management of the refugee transitional assistance program. * Monitor agency specific expenditures related to assigned refugee programs. * Perform related duties such as maintaining records; and preparing reports. * Coordinate and monitor assigned program activities in order to ensure effective operations and compliance with established standards. * Review and analyze data concerning assigned agency programs in order to determine progress and effectiveness; to make recommendations for changes in procedures, guidelines, etc.; and to devise methods of accomplishing program objectives. * Provide technical assistance and advice to agency personnel and others concerning assigned programs in order to exchange information, resolve problems, and to ensure compliance with established policies, procedures and standards. * Maintain liaison with various private, local, state and federal agencies and others in order to exchange information and/or to resolve problems. * *Required Qualifications: * Ability to gather information by examining records and documents and by collaborating with individuals. * Ability to maintain accurate records. * Knowledge of the principles and practices of human resource management including behavioral techniques, planning forecasting, organizational development, etc. * Knowledge of work simplification methods. * Knowledge of the methods used in the preparation of charts, graphs, and tables; and general report writing. * Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. * Ability to analyze and determine the applicability of data, to draw conclusions, and make appropriate recommendations. * Ability to assemble items of information in accordance with established procedures. * *Preferred Qualifications: * Given the population served, bilingual and bicultural candidates are strongly encouraged to apply. * Experience in the types and uses of agency forms. * Knowledge of the laws, rules and regulations governing the state personnel system. * Comprehension of the laws, rules, policies and procedures governing Federal Grant Administration. * Familiarity of state procedures governing the purchasing and requisitioning of services as well as state budgetary procedures relating to positions, salaries and personnel services. * Understanding of state invoicing and budgetary procedures including terminology. * *About the Massachusetts Office for Refugees and Immigrants: The Massachusetts Office for Refugees and Immigrants (ORI) is the state agency responsible for coordinating resettlement and integration of refugees and immigrants.
