State of Massachusetts Training and Policy Coordinator in Boston, Massachusetts

Overview: The Supplier Diversity Office (SDO) is a new agency within the Executive Office for Administration and Finance of the Commonwealth of Massachusetts with a mission of serving diverse and small businesses and agencies of the Commonwealth. The SDO is seeking a dynamic and detail orientated individual with documented experience in training and program management, training development and presentation, and program evaluation, to fill the role of the Training and Policy Coordinator. Duties and Responsibilities (these duties are a general summary and not all inclusive): Reporting to the Director of Programs, Policy and Reporting, the selected candidate will design, develop, implement and present training programs for Commonwealth employees, other public employees, prime contractors, and diverse and small vendors as well as participate in the management of the Commonwealth’s Supplier Diversity Program, Small Business Purchasing Program, the Municipal Construction Affirmative Marketing Program, and the Individuals with Disabilities Program. The Training and Program Policy Coordinator will: * Work closely with other program staff to identify training priorities and to develop and evaluate training solutions for SDO’s major functions. * Plan and develop the content and methods for training new and current Commonwealth employees, other public employees, prime contractors, and diverse and small vendors with the goal of offering and presenting a comprehensive set of regularly scheduled, recorded and on-demand/custom training covering all SDO’s major functions. * Develop and coordinate a monthly program of guest presentations from partner organizations. * Develop and facilitate a seasonal training schedule, produce a training catalogue, and create promotional materials to support full participation in each training opportunity. * Utilize applicable learning management systems and registration platforms to generate reports for quality assurance and improvement analysis. * Assist the Director of Policy, Programs and Reporting in the management of policies and documentation, including but not limited to maintaining an inventory of policies and supporting documents (e.g. forms, model language, etc.), organizing questions and feedback for potential policy and document update, tracking the development and publication of policy and form updates, and tracking the status of policy-related documents issued by other units. * Work with the Communications and Marketing Manager in designing and maintaining materials, media, handouts and curricula for SDO training and policy communication. * Collect training, policy and program feedback. * Answer training and policy-related questions. * Other duties, as assigned. Preferred Qualifications: The ideal candidate will: * Be passionate about diversity and customer focused. * Have excellent interpersonal, verbal and written communication, presentation and analytical skills and experience, especially related to demonstrating confidence and executive presence in public settings. * Be committed to public service and motivated to make a difference. * Have knowledge of Commonwealth supplier diversity and procurement policies, programs and procedures and the ability to integrate this knowledge with new and existing IT systems, training infrastructure and resources. * Have the ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open. * Have the ability to work under significant time pressures to meet unanticipated demands. * Have strong research skills, including but not limited to survey development, literature searches, as well as quantitative and qualitative analytical skills and attention to detail. * Be extremely organized and highly motivated. * Have the ability to work with people from diverse backgrounds. * Be competent with common software applications, such as Microsoft Office. * Have a demonstrated ability to quickly pick up new technology/digital tools. Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. *Executive Order #595:As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
