BAMSI Payroll Supervisor in Brockton, Massachusetts

Supervision Exercised: Supervise payroll contractor or direct payroll staff if and when payroll is processed in house.

General Statement of Duties: This position directs and manages the payroll staff in all activities related to payroll processing for the organization. This position works with outside vendor in fulfilling payroll processing responsibilities and holds said vendor to terms of existing contract. This includes managing systems that record time and attendance, maintain employee data, process payroll and generate personnel, payroll, and time-and-attendance reports, as well as related accounting and tax reports.

  • maintains the integrity, confidentiality and security of the electronic data bases and systems that contain personnel, payroll and time and attendance information for union and non union staff.

  • Manages the processing, auditing, distribution and/or transmission of agency payroll, in an accurate and timely fashion.

  • Reviews payroll before transmission including review of all changes made in regards to pay rates, retroactive pay, disability configurations, addition of new employees, PTO cash outs/rollovers (union and non union) staff bonus payments and safety incentive checks. Approves final payroll for distribution.

  • Supervises regular payroll staff and any other employees who may periodically perform payroll functions.

  • Analyzes payroll / and practices in order to recommend and implement changes to maintain and improve operational effectiveness and efficiency.

  • Analyzes and resolves employee payroll inquiries.

  • Works with Human Resources to ensure compliance with all health, pension and tax filings as well as workers compensation issues and audits.

  • Ensures compliance with all applicable state and federal wage and hour laws and laws governing the maintenance of personal and financial information.

  • Manages and/or executes the regular preparation and transmission of relevant information and reports, including periodic payroll and tax reports, general ledger, time accrual, benefit deductions, wage attachments, etc. Work closely with the Finance team to provide accurate and timely reporting.

  • Provides training in payroll and time and attendance systems to payroll staff, and others in the organization who use these systems.

  • Performs duties in compliance with applicable laws and regulations, and agency policies and procedures, including safety standards and training requirements.

  • Distributes payroll reports designed to aid PM’s and VP’s manage payroll practices.

  • Performs other work-related duties as needed or as assigned by supervisor or designee.

  • At least ten years of payroll experience, with at least five years of management experience, in an automated payroll

  • A bachelor’s degree in information management, business administration, or a related field. Payroll certification is a plus.

  • Demonstrated leadership skill and the ability to supervise, coach, train and develop staff.

  • Demonstrated competence with the Ultipro UTA systems a plus.

  • Knowledge of payroll relevant laws and ability to learn effect and ensure Agency compliance with new law or tax changes.

  • Competence in Microsoft Office system, including Word and Excel.

  • Excellent planning, organizational and interpersonal skills, excellent analytical and problem-solving skills, strong written and oral communications skills.

  • Attention to detail and a sense of urgency.

  • The ability to operate comfortably and effectively between departments and levels of the agency.

  • Able to work on independently
