Summary This position is within Office of Community Care Service at the Brockton, MA campus. Responsibilities The incumbent would perform the work for all programs and agendas under the service and would function directly under the Service Chief. The primary purpose of this position is to provide support to the Office of Community Care service and serve as the subject matter expert for all things related to the Office of Community Care. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities comply with agency and accrediting and regulatory requirements. Provides for full administration of reporting, evaluation, and fee requirements associated with the accreditation of the organization. Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards, are at least equal to those available in the community and are maximally cost effective. Employs updated mechanisms proven to be effective in the provision of service. Assures all standards of regulatory and accrediting agencies are continuously met in full. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide variety of non-recurring reports. Incumbent participates in all Health System Review Organizations/Systematic Internal Reviews and makes suggestions on ways to improve overall management for the division. The incumbent prepares all necessary documentation for accreditation process. Ensures annual licenses of department are current and participates in annual site inspections. Ensures programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management are appropriately administered. The incumbent has the authority to revise and reallocate space assignments to providers and staff and to reallocate meet these demands. The incumbent is also charged with the responsibility of operating. Provision and oversight of an annual budget which includes budget formulation, justification, and execution; financial management; and financial reporting. Develops the need for and maintains an awareness of available resources and makes recommendations to OCC Service Chief/VA Boston executives regarding needs, distribution, or redistribution of these resources. Provides advice to executive leadership and program personnel on budgetary and finance issues. Performs as an expert in budgeting and financial management for a large service line. Prepares, reviews, and submits budget estimates to executive leadership, analyzes program plans and information, and identifies need for changes. Responsible for preparation of justification for programing changes. Prepares and presents materials for budget submission to the medical center budget committee and participates in budget presentations. Maintains a continuing review of operating and financial programs. Determines the need for budget reprogramming and initiates the necessary action. Makes analyses of program reports, financial statements, and other accounting data, correlating and verifying information. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE REQUIREMENT: One full year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience is experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems. - OR - EDUCATION SUBSTITUTION: A Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. Expert in processing Veteran Care Agreements via PPMS for Office of Community Care & Geriatric & Extended Care service lines. Knowledge of working extensively with a Veteran Experience Officer for Processing Optum claim denials and escalation tickets. Specializes in daily interactions with National Payment Operations to process unpaid veteran claims, such as ambulance, pharmacy bills or unauthorized care in addition to educating veterans, their families and community providers on Notification hotline & Urgent Care through Optum. Preferred but not necessary to be a PIV Sponsor. Expert in Provider Relations regarding Vendor Files and processing claims, resourceful in processing Out of System Payments, Delinquent Obligations, Equitable Relief and FMS Austin. Knowledge of managing a task list in HSRM for VA Boston OCC and GEC service lines. Expert on the VISN1 Purchase Home Care.
