Federal Aviation Administration Administrative Assistant (FV-F) or Administrative Officer (FV-G/H), BOSTON FSDO, EASD61 in Burlington, Massachusetts

Summary This position serves as an Administrative Assistant (FV-F) or Administrative Officer (FV-G/H) for the Boston Flight Standards District Office. The duty station for this position is located in Burlington, MA. This is not a 100% telework position. Situational telework may be available based on the needs of the Office. Responsibilities FV-F Band Duties (Administrative Assistant): Incumbent will provide essential administrative and operational services in support of assigned organizational unit or sub organization. Provide advice and guidance to management on varying fiscal and administrative matters. Apply basic knowledge and understanding of management principles, practices, methods, and techniques. Provide and secure the resources or services needed to support the assigned organization. The work involves direct assistance to a supervisor who has the primary responsibility for the direction of the established organization to accomplish the mission. As the office Administrative Professional, the incumbent is responsible for examining current office practices and policies and recommend improvements. Keep staff current on procedural changes. Interprets new or modified administrative directives and disseminates information. Provide advice and assistance on all issues pertaining to various administrative programs. FV-G Band Duties (Administrative Officer): Incumbent is responsible for providing advice and guidance on varying fiscal and administrative matters to management. Provides or secures the resources or services needed to run the organization. The work involves direct assistance to the supervisor who has the primary responsibility for the direction of the organization established to accomplish the mission. As the office Administration Professional, assists managers and staff in projecting staffing needs, including staffing levels and grades, and conducts work flow studies within the organization. Coordinates with HR to obtain guidance as it relates to organizational related functions including pay, leave, and benefits. Reviews travel associated matters and the training program including initial and recurring. Responsible for managing the office logistics program including personal property, supplies and services, and acquisition activities, awards, OSHA, security, and vehicle management. Identifies, analyzes, and recommends solutions to recurring problems and offers recommendations for improvements. Interprets guidelines and provides management with advice and counsel on the operation of assigned programs and interrelationships of such programs. Most assignments are completed without direct supervision as established in the guidelines. Some discretion is given to select the most appropriate approach. FV-H Band Duties (Administrative Officer): Tracks and analyzes data to ensure compliance with policies and procedures. Responsible for coordinating and performing multiple and varying assignments under the general direction of the manager. May work as a team member on various projects. Responsible for planning time and assisting others to plan and use assigned resources to complete tasks. Responsible for coordinating and accomplishing administrative tasks in a wide range of administrative and analytical duties. Evaluates and monitors office expenditures and makes sound changes based on trends and analysis, merit and deficiency situations, and known or anticipated program changes. Performs immediate and long-range planning and control for organizational services independently, anticipating program changes, etc. Coordinates with Human Resources for advice on advisory services as they relate to organizational functions including pay, leave, and benefits. Reviews travel associated matters and manages the training program including initial and recurring. Responsible for managing the office logistics program including personal property, supplies and services, and acquisition activities, awards, OSHA, security, and vehicle management. Procures office supplies and equipment and closely monitors expenditures and reviews purchase card statements for accuracy. Qualifications FV-F: To qualify for this position at the FV-F (FG/GS 5-9), you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical or other responsible work may be qualifying as long as the work experience provides evidence of the knowledge, skills and abilities necessary to perform the duties of this position. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records or other non-specialized tasks) is NOT creditable. FV-G: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9). Specialized experience is defined as experience organizing office administrative functions in support of daily operations and purchasing supplies and equipment adhering to regulatory and procedural requirements; experience using computer software applications to prepare spreadsheets, correspondence, presentations, graphs, etc.; and support management in tracking and managing various administrative and operations programs and projects. FV-H: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS 10/11). Specialized experience is defined as experience in applying management principles, methods and techniques to solve problems of the organization; experience with the general management of an organization; experience developing and securing fiscal and business resources and services needed to manage and run an organization. OR; Education substitution for FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree OR a combination of education and experience may be qualifying for this position. Education substitution for FV-G: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR a combination of education and experience may be qualifying for this position. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work. There is no education substitution at the FV-H level. Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited US educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered. If you are qualifying based upon your education, you must submit your college transcripts. If selected, official college transcripts will be required. This position may be filled at the FV-F, FV-G or FV-H level. If filled below the FV-H level, this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting all training, qualification requirements and recommendation by the supervisor. Qualifications must be met by the closing date of this announcement.
