About the Job

The Assistant Vice President- Human Resources Development - BILH Workforce Development is a direct report of the BILH Vice President of Talent Development. The Assistant Vice President- Human Resources Development - BILH Workforce is responsible for creating and implementing programs across all hospitals and entities to train workers into high demand jobs across all hospitals and entities; building programs and services that help employees build skills and develop their careers; and partnering with local community based organizations to help adults and youth from the community to access job and career opportunities at BILH.

Essential Responsibilities:

  • Develops and executes local, regional and system wide plans or programs for on-site programs training incumbent workers into positions in nursing, allied health and other professions by working with area colleges and universities and partnering with hiring managers and LMA area institutions.

  • Performs complex planning, research, consultative, technical and program administration work.

  • Establishes program goals, objectives and key performance indicators to monitor effectiveness of programs. Evaluates performance and makes recommendations for program improvement and corrective action.

  • Writes grant proposals and pursues funding opportunities and other collaborations to receive funding to support BILH workforce initiatives.

  • Collects, organizes and analyzes data required in the development of various planning, contractual and informational documents;

  • Represents BILH to the state and local workforce development and training community. Oversees programs partnering with the community to help adults and youth from the community to access job and career opportunities at BILH. Partners with community organizations to increase local hiring.

  • Oversees programs that help employees build their skills including ESOL, GED, Scholarships, Employee Career Initiative and the Cummings Foundation grant.

  • Actively markets workforce development programs and services to employees and managers of BILH.

  • Reports on and continuously improves the representation across our workforce of the communities we serve.

  • Creates multi-prong career advancement initiatives.

  • Launches pipeline program opportunities focusing on hard to fill jobs across the system.

  • Maintains up-to-date knowledge of local, state, and federal guidelines and policies governing workforce training programs;

    Required Qualifications:

  • Bachelor's degree in business, education, public administration or related field required.

  • 5-8 years related work experience required and 3-5 years supervisory/management experience required

  • Extensive program development and implementation experience.

  • Extensive knowledge of government and private funding agencies and grant making institutions.

  • Experience with computer systems required, including web based applications and some Microsoft Office applications which may include Outlook, Word, Excel, PowerPoint or Access.
