The Opportunity

The LCRR Regional Lead serves in a seller-doer role, growing opportunities and leading the project execution for Lead and Copper Rule Revisions (LCRR) / Lead and Copper Rule Improvements (LCRI) projects.

The LCRR Regional Lead will support Client Directors within their region on new business pursuits related to LCRR. The LCRR Regional Lead will also be responsible for proactively identifying new business prospects. The LCRR Regional Lead will be responsible for business development activities and external marketing opportunities such as presenting at local/national conferences, building/maintaining client relationships, and supporting new business pursuits and proposal development.

The LCRR Regional Lead is expected to be well-versed in all matters of the existing and proposed EPA regulations and will serve as a technical advisor to internal and external clients on all subjects related to LCRR. The LCRR Regional Lead will provide subject matter expertise on compliance with LCRR/LCRI, service line inventory development, lead service line replacement plans, and corrosion control strategies. The LCRR Regional Lead should have working knowledge of drinking water utility asset management programs, GIS, and applications for data analytics for dashboard development. The LCRR Regional Lead will work closely with the Specialized Solutions group to apply dashboarding capabilities, advanced data analytics, and machine learning for predictive modeling of SL material identification but will not be responsible for development of these tools. The LCRR Regional Lead is responsible for understanding the critical path of these programs and assisting both internal and external clients with focusing on the immediate actions.

The LCRR Regional Lead is expected to lead multiple projects and pursuits at any given time. Key Responsibilities

Client Focus:

  • Identify key client interests and drivers for ongoing projects and new business prospects and may determine the key clients in some instances

  • Communicate client interests and drivers to client directors, project managers and other project team members to develop creative solutions and approaches to accommodate our clients’ goals and objectives

  • Lead business development or pursuit activities, including involvement in pre-positioning meetings, proposal development, and client interviews.

  • Attend and present on innovative solutions related to LCRR at local, regional, and national conferences

  • Prepare scope of services and fee estimates for proposals, new contracts, and amendments

Project Execution:

  • Serve as a technical advisor with a deep understanding of LCRR / LCRI, SL inventory development, changes to monitoring requirements/sampling plans, LSL replacement plans, and corrosion control strategies, with support and guidance from LCRR National Practice Lead

  • Develop understanding of utility data management and asset management practices

  • Share understanding of historical SL material selection based on regulatory requirements as it relates to building construction, local ordinances, and utility specifications

  • Lead multiple projects and support multiple clients simultaneously, serving as the central point of contact for LCRR questions and guidance in your region

  • Develop recommendations for SL investigations to achieve 95% confidence level and additional data collection

  • Oversee collection, analysis, and management of data for LCRR work

  • Delivers projects within established budget, schedule, and quality expectations

  • Independently apply advanced engineering techniques and problem solving

  • Actively coordinate with internal and external team members for successful project execution and ensures activities are completed based on the critical path for the program

  • Review and manage the work of junior engineers and data scientists, actively mentoring and fostering their technical development and seeking opportunities to develop future LCRR experts

Preferred Qualifications

  • Advanced degree (Master’s or Doctoral) in civil, environmental, or chemical engineering.

  • 10 years of experience in drinking water treatment with at least 5 years in water quality and treatment or engineering management

  • Established leadership skills with deep understanding of consulting, project execution, client services, and business development.

  • Strong communication skills with capacity for building and maintaining client relationships

Minimum Qualifications

Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 8 years related work experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Certifications

Professional engineering license from any of the states in the USA or ability to obtain one within 2 years of employment required.
