Federal Aviation Administration Program Analyst in Burlington, Massachusetts
Summary The position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Regional Aerospace Medicine Division. The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. Responsibilities Incumbent performs a combination of routine, multiple, and varying assignments. Typical assignments may include: collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and lower-level professionals in day-to-day operations in one or more regional programs. The incumbent works closely with medical officers to assure the following: (1) medical certifications are only issued to medically qualified airmen, (2) ATCS physical exams meet program requirements, (3) an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, (4) AME site visits and quality assurance reviews are conducted and (5) All phases of the DOT drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated. This position may require travel in support of these program areas. Responsible for ensuring all activities are performed in accordance with established regulations. Incumbent may provide technical direction to other staff personnel in the division as well as communicating technical program information to a diverse audience orally and in writing. Incumbent complies with all Quality Management System (ISO-9001) requirements. Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data, and explain status of assignments. May have frequent contacts with other external parties on routine matters and such as gathering information, explaining regulations, and/or discussing customers' situations. Additional duties may include, but are not limited to; conducting office administrative functions, scheduling exams, and assisting the medical officer in performing ancillary testing for medical examinations and chaperon functions during examinations. Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such review, and discusses recommended courses of action with program managers to resolve major problem areas. FV-0343-F Duties: Applies basic knowledge applicable to programs within Aerospace Medicine Division to plan and accomplish assignments. Acts as a team member within a defined area of responsibility. Conducts analysis in the review and evaluation of program activities, ensuring proper program integration and conformance to policy, completeness, and adequacy in meeting goals and objectives. FV-0343-G Duties: Incumbent performs a combination of routine, multiple, and varying assignments under the general direction of the manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for project/programs within a defined area of responsibility. Applies experience and detailed knowledge applicable to programs within the Aerospace Medicine Division to plan and accomplish assignments. Work is typically reviewed frequently during assignments and at completion to ensure timeliness policy compliance, and alignment with the requirements of the project or other work activity. Reviews and analyzes draft polices and manual chapters and provides feedback to the appropriate individual. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources and conducting cost versus benefit analyses. Qualifications TO QUALIFY AT THE FV-F (FG/GS 5-9) LEVEL, you must demonstrate in your application you possess three (3) years of progressively responsible general experience, one (1) year of which was equivalent to at least the GS-4 LEVEL, that demonstrates the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions, 2) plan and organize work; and 3) communicate effectively orally and in writing. OR Four (4) year course of study in any field leading to a bachelor's degree or higher from an accredited college or university. OR Equivalent combination of education and experience may be qualifying for this position. TO QUALIFY AT THE FV-G (FG/GS 10/11) LEVEL, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to FV-F (FG/GS 5-9) LEVEL. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE includes: experience applying medical knowledge and terminology in program management; utilizing medical clinical information databases; reading, interpreting, and summarizing medical information and documents; participating in site visits; identifying problem areas and providing recommendations for improvement. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related, from an accredited college or university.
