Job Summary

We are looking for an experienced Engineer and Proposal Manager to be a part of our talented, inclusive, and supportive Energy Utilities Proposals team of pursuit specialists, graphic designers, and strategy professionals. Our Energy & Process business is driven to meet clients’ rapidly changing infrastructure needs in generation, storage, transmission, and distribution of safe, reliable electric power. For each pursuit, you will be an integral part of a proposal development team that includes engineers and subject matter experts to manage proposal efforts and incorporate best practices to develop client-centric, visually appealing, and compliant sales documents. The role is always interesting, as each proposal has its own unique blend of layout design, strategic writing, and solution offerings to meet a wide range of client needs. The Proposal Manager is responsible for all major proposal efforts which includes but is not limited to: reviewing RFPs to determine client requirements; preparation and assembly of proposals; developing strategy; writing, reviewing, and editing proposals; compiling proposals for submission; and determining resources required to complete major pursuits.

Please note: This role will be hybrid: 2 days per week remote, 3 days per week in-office from any Black & Veatch office in the US. We are open to offering relocation if needed.

Key Responsibilities

  • Acts in capacity of a lead. You will be responsible for budget, schedule, and quality of assigned proposals.

  • Ensures content and layout of proposals are consistent and meet brand standards.

  • Collaborates with the client account manager, project director, and engineering to establish the proposal schedule. Following that, works with engineering, procurement, project controls, construction staff and partners, and other staff as needed to develop the proposal.

  • Actively implements proposal process improvements, incorporates lessons learned and cost reduction ideas, and analyses market intelligence of competitors.

  • Responsible for coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals.

  • Collaborates with the client account manager and project management to develop and implement the proposal win strategy.

Management Responsibilities

Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.

Preferred Qualifications

  • Bachelor's Degree in Engineering.

  • Experience working in an EPC and/or project management firm.

  • Experience working with Grid or BESSprojects.

Minimum Qualifications

  • 7+ years of project or proposal experience.
