Job Description

AECOM seeks an International Development Manager to support management and delivery of U.S. Agency for International Development (USAID)-funded projects. This role involves concurrently managing multiple projects of advanced complexity as well as strategic planning and development of the practice. The International Development Manager will oversee project workstreams and ensure effective project delivery in coordination with project delivery teams, the AECOM international development project management unit, and work assignment or job order teams. The International Development Manager will support and monitor the completion of tasks related to all aspects of project management, performance, and compliance.

The International Development Manager will serve as a member of the PGI Fund management team for the Partnership for Global Infrastructure & Investment Fund (PGI Fund) project. Launched by the Group of Seven (G7) in June of 2022, PGI is the Administration’s flagship initiative to drive investment in sustainable, quality infrastructure and related investment in low- and middle-income countries. PGI Fund will provide infrastructure project design and delivery support to remove barriers to strategic infrastructure opportunities, such as economic, legal, regulatory, technology, environmental and safety barriers. Through specific work assignments, PGI Fund will provide infrastructure transaction advisory services and technical assistance on a flexible, rapid response basis to specific public or private sector projects that resolve legal, technical, or regulatory barriers to implementation.

The International Development Manager will report to the Vice President, International Development or designee and will assists the PGI Chief of Party (COP) in managing project delivery.

Program Management:

  • As a member of the PGI management team, support the PGI COP and DCOP in providing overall leadership and management of project activities and deliverables

  • Provide technical guidance in supporting development of work assignments and delivery in coordination with the PGI COP, DCOP and technical specialists

  • Oversee development of and reporting on technical and operational deliverables, success stories, and programmatic achievements

  • Oversee identification and deployment of project delivery teams drawn from AECOM business line staff across global geographies as well as long- and short-term consultants

  • In coordination with the Program Management Unit, oversee the day-to-day management of the program including financial, HR, compliance, and risk aspects of project implementation

  • Oversee and lead negotiations with subcontractors and resolves issues related to scopes and deliverables, staffing, budgets and invoicing to ensure compliance with technical, contractual, and quality standards

  • Oversee delivery of Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) and diversity, equity, inclusion and accessibility (DEIA) activities and support communications in project and workstream implementation

  • Plan, manage, and evaluate the work of staff to maintain a practical and equitable balance in workload, adjusting priorities, and determining resource requirements while demonstrating inclusive behaviors and leadership consistent with AECOM values and leadership competencies

Practice Growth:

  • Participates in strategic planning activities for the international development practice to identify areas for strengthening delivery capabilities, including improving systems and tools

  • Supports new business efforts by participating in strategic planning, guiding and supporting individual proposals, as appropriate, by providing both technical and cost inputs

  • Develops eminence pieces and participates in external events, networking with clients and counterparts

  • Serves as a resource on teams and working groups tasked with developing or revising AECOM international development guidelines, policies, and processes

Qualifications

Minimum Qualifications:

  • Bachelor’s degree or demonstrated equivalency of experience plus eight years of relevant professional experience

  • Experience working in international development and knowledge of USAID (FAR and AIDAR) rules and regulations

Preferred Qualifications:

  • Master’s degree in public administration, economics, international affairs, engineering or relevant field

  • 10 years of experience working in international development and knowledge of USAID (FAR and AIDAR) rules and regulations

  • Demonstrated experience managing project delivery teams

  • Demonstrated relevant project management skills, including budget management, contractual and procurement compliance, personnel management and client engagement

  • Demonstrated experience working simultaneously on one or more complex projects or project activities across a global delivery platform

  • Technical specialization in policy and capacity development related to infrastructure development, including energy and transportation, or access to finance.

  • Demonstrated ability to communicate clearly and effectively in both verbally and in writing as exceptional cross-culture communication skills

  • Fluency in French or Spanish

  • Ability to undertake overseas travel as required

Offered compensation will be based on location and individual qualifications. The expected range is $160,000.00 - $180,000.00.
