A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F SCIO). A&F IT is comprised of 212 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently. One of the key agencies supported within A&F is the Department of Revenue. The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. Position Summary:* * A&F IT’s DOR IT Support Bureau is seeking an Associate Deputy Chief Information Officer (ADCIO) to lead and sustain the ongoing support for the Department of Revenue’s mission-critical applications. As ADCIO, you will drive operational excellence across IT services, ensuring reliable availability and functionality of all DOR systems and applications. You will play a crucial role in collaborating with the DOR Tax business, guiding technology solutions that address both federal mandates and DOR-specific priorities. Key Responsibilities: * Oversee the planning, development, and scheduling of regular functional releases and system upgrades, particularly for the Genisys application. * Lead efforts to enhance application architecture and performance while fostering open communication and aligning with strategic goals. * Facilitate the integration of technology solutions into DOR’s GeniSys platform, enhancing efficiency for internal and external stakeholders. * Provide oversight and guidance to a skilled IT team, prioritizing operations and maintenance tasks based on business needs. * Identify resource gaps and allocate team members to meet project requirements effectively. * Engage directly with DOR Tax business leaders to align IT initiatives with federal changes and DOR Tax priorities. * Review and recommend approval for Statements of Work (SOWs), large procurements, and budget requests, ensuring alignment with organizational goals and resource requirements. * Oversee the Imaging Team including Fairfax and Data cap software designed to electronically capture returns and correspondence for tax and child support systems, remote deposit capabilities for paper checks and oversee maintenance of imaging machines. * Oversee DOR's 24/7 Data Center including batch processing, backups, Managed File Transfer (MFT), and other essential workflows. * Lead the strategic initiative to decommission on-prem DOR Data Centers by migrating physical infrastructure to cloud-based, SaaS, or other off-premises technologies, aligning with A&F IT’s modernization goals. * Lead the disaster recovery planning for critical DOR applications, ensuring continuous efficient operations. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as required.  /An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to extended background checks by the agency and the Executive Office of the Governor that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks./ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
