City of Chelsea Asst. City Solicitor in Chelsea, Massachusetts

This position is responsible for providing legal advice to the City, its officers, employees, boards, and commissions and representing them before Commonwealth and federal courts and administrative agencies. Fulfills adjudicatory roles delegated to the municipal hearing officer by state statute. ESSENTIAL FUNCTIONS: -Represents the City in litigation. Represents the City (including the School Department) and its officers, employees, boards, and commissions before federal and Commonwealth courts and administrative agencies and in arbitration including arguing novel legal issues at the Supreme Judicial Court. -Provides legal advice to the City (including the School Department) and its officers, employees, boards, and commissions. -Researches legal questions. Writes legal opinions and arguments. -Drafts and reviews contracts entered into by the City. -Investigates and makes recommendations regarding discrimination claims at work or school, including harassment of employees or students based on gender, race, national origin, or sexual orientation. -Responds appropriately to document and information requests under the Public Records Law, the discovery provisions of the rules of civil procedure, subpoenas, and the M.G.L. Ch. 150E duty to bargain in good faith. Advises City officials in this area. -Hears and decides resident and property-owner appeals of municipal citations. -Performs other related job duties as required (see below). EDUCATION, EXPERIENCE, AND LICENSES: -Juris Doctor Degree and 3 to 5 years of related experience; or any equivalent combination of education, training, certification, and experience. -Admission to practice law in Massachusetts and current registration with the Board of Bar Overseers. KNOWLEDGE AND ABILITY: Knowledge: Knowledge of MGL, Civil Rights investigations, School Law, case law and Chelsea City ordinances. Abilities: -Ability to work in strict confidence. -Ability to effectively present a case, examine and cross-examine witnesses and advocate for the City or School District. -Ability to research and analyze legal issues and advise how to effectively apply said advice and resolve issues. -Ability to draft and review legal documents and analyze various circumstances, conduct investigations, and provide reports.
