_Agency Overview:_ The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. _Vision Statement:_ Our vision is to conduct our operations in a manner that inspires public confidence in government by administering and enforcing tax, child support and municipal finance laws in ways that are innovative, customer-focused, and transparent. _Position Summary:_ The Department of Revenue seeks an experienced and progressive Senior Manager to lead and manage the Processing Bureau overseeing 60 plus employees; staffing level increases to over 80 employees during tax filing season as seasonal staff are brought onboard. The Bureau Chief is expected to set priorities, provide strategic vision, and allocate resources within the workgroups. Conduct business operations in a manner that inspires public confidence in government by administering and enforcing tax laws in ways that are innovative, customer-focused, and transparent. Develops policy and best practices to support this vision and ensure compliance with MA General Laws. Provides mentorship and general supervision of direct reporting staff. The Bureau Chief is responsible for overseeing the “front door” of the Department; the Processing Bureau managing the development of workflows and systems to handle exceptions and process the work, supporting all functions necessary for all tax filing and Child Support services. Plays a key role during tax filing season and must ensure staffing levels and system performance are at optimum levels. The Processing Bureau Chief must provide effective management and staff development opportunities, clear procedural guidance and technical and systems training to employees across the Division. Demonstrate strong effective communication skills including. Major Responsibilities Include: · Work in consort with and assist the Associate Deputy Commissioner of Operations within the Massachusetts Department of Revenue in providing managerial oversight to over 80 employees. · Provide managerial oversight to Processing Bureau and staff that support the processing of over 4 million tax returns annually while ensuring over 2 billion in payments are processed and deposited timely. · Effectively manages all U.S.P.S. Mail deliveries including scanning, destruction, and monitoring the time of possession to processing completion. · Oversee the daily operations of the Bureau, providing senior level direction of all business strategy, quality assurance, and program efficiency. · Conduct organizational and operational reviews to instill excellence by maximizing resources. · Identify performance deficiencies and implement appropriate reforms. · Adjust business priorities to meet legislative, operational, or administrative mandates. · Identify and implement staffing requirements for efficient operations, maintaining a diverse and inclusive culture that attracts and retains staff, and drives the organization’s mission. · Work closely with the Operations Associate Deputy Commissioner and management team to create long-term business strategies for the Bureau consistent with Agency guidelines. · Serve on Committees charged with providing governance over high profile projects within the DOR. · Works with Executive Management to determine priorities and identify/secure necessary resources. · This is an on-site position. The selected candidate must report to work at 200 Arlington St., Chelsea, MA 02150 _Preferred Qualifications:_ · Entrepreneurial mindset - excellent management skills with a spirit for innovation and continued progress. · Strong business acumen and effective decision-maker. · Experience effectively managing high volume processing needs utilizing high speed scanners, mail receipts, payments, and required machinery maintenance needs. · Ability to develop internal controls to safeguard data and maintain the integrity of operations. · Change management experience and the ability to mentor, coach and inspire staff to embrace change. · Ability to identify opportunities and risks, create mitigation strategies and advance objectives. · Understanding of Massachusetts and federal tax laws and ability to analyze tax issues. · Ability to provide advice on proposals, or initiatives. · Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions. · Ability to build consensus among members of multiple disciplines and across organizational boundaries. · Proven skills in senior level verbal and written communications · Knowledge of organizational structures and the ability to align resources to improve effectiveness and meet goals. · Ability to foster a culture of diversity, respect, and inclusion. /The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor/ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
