State of Massachusetts Director of Enterprise Systems in Chelsea, Massachusetts

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSSis seeking an innovative and dynamic Director of Enterprise Infrastructure Systems and Services. This individual will lead theEnterprise Infrastructure Systems Teamand oversee the management, development standardization and deployment of IT infrastructure_ solutions that support the delivery of services across the organization. The incumbent of this role will assist in planning, implementing, and managing all operations of server, storage, and database related support activities within EOTSS and across the Commonwealth’s executive branch. The primary work location for this role will be at *200 Arlington Street, Chelsea, Massachusetts 02150*. The work schedule for this position is*Monday thru Friday, 9AM to 5PM EST*. *This position is expected to perform after hours and on-call when needed*. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. *Responsibilities:* * Provide leadership and expertise in managing infrastructure information systems across the enterprise. * Supervise, lead, hire, coach, and evaluate performance of staff. * Manage the implementation, maintenance, and support of all servers, storage, and database related infrastructure as well as ancillary information systems, applications, and services to support a secure, responsive, and highly available infrastructure. * Oversee the end-to-end integration of software components and systems to support the effective and efficient delivery of infrastructure services across the organization. * Establish and maintain standards for analysis, design, coding, testing, and documentation of infrastructure services. * Participate in projects to integrate new technologies and upgrades of existing technologies including installing, configuring, and testing new hardware and software. Monitor and report on the status of projects. * Recommend processes for requesting and prioritizing requests for new systems and systems development projects. * Manage strategic and tactical planning, development, evaluation, and coordination of the information technology systems. * Lead enterprise systems business continuity planning, testing and implementation to support EOTSS continuity of government services commitment and recovery time objectives. * Coordinate maintenance and enhancements of information systems to leverage resources, knowledge, and best practices in the support of business process change. * Develop and maintain a program of proactive system administration. * Communicate and collaborate with IT resources from multiple Commonwealth agencies and IT vendor community. *Required Knowledge, Skills, and Abilities:* * Seven (7) plus years of demonstrated experience with the planning, delivery and management of Enterprise Information Systems and System Administration. * Five (5) plus years of previous leadership experience supervising, coaching, and mentoring multiple project teams preferably in an IT environment. * Five (5) plus years of experience planning and managing systems in a large environment. * Ability to work independently on multiple assignments and to work collaboratively within a team. * Ability to adapt to new technology platforms and services. * Demonstrated experience in delivering successful outcomes. * Demonstrated experience in setting priorities and performance management measures. * Demonstrated experience with the following: o Infrastructure as a Service o Data as a Service o Storage as a Service o Containerization o Managing Microsoft Windows server, Red Hat Linux server, and Amazon Linux server operating systems o Managing Pure Storage / Pure Storage Portworx, EMC, NetApp block and NAS storage arrays, and Brocade storage area network (SAN) o Managing multi-datacenter VMware ESXi cluster environments including VMware NSX o Knowledge of Microsoft SQL, Oracle, and PostgreSQL database architecture, database administration principles, best practices, and the uses of information technology to support organizational requirements o Managing Commvault backup environments o Managing Enterprise Infrastructure Systems in a Hybrid Cloud environment between on-premises data centers, AWS, and Azure o Experience developing Linux shell scripts, Python, Perl, and Microsoft PowerShell scripts * Knowledge of IT operation processes including asset management, project management, configuration management, incident management and change management. * A working knowledge of TCP /IP, Network layers and routing, DNS, DHCP, Active Directory, LDAP, information security; including system hardening, log analysis, intrusion detection, and vulnerability scanning. *Preferred Knowledge, Skills, and Abilities:* * Proficiency in Microsoft Active Directory, Azure Active Directory. * Familiarity with M365, Microsoft Dynamics 365 Fraud Protection, Power Apps, PowerBI, Power Automate, Azure DevOps, and GitHub. * Experience in leading enterprise infrastructure systems teams in a Hybrid Cloud environment to include but not limited to on-premises facilities and cloud (AWS, Azure, Oracle, IBM and Google) and SaaS platforms. * Solid understanding of information security; including system hardening, log analysis, intrusion detection, and vulnerability scanning. * Familiarity and experience with SaaS platforms such as OnBase, Salesforce, Dynamics, ServiceNow, Jira, and others. * Knowledge or previous experience with Government/Public Sector processes and procedures is preferred. *Education and Certifications:* * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience.
