State of Massachusetts HR/Business Intelligence Analyst in Chelsea, Massachusetts

About A&F IT A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F CIO). A&F IT is comprised of 198 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently. A&F IT is seeking a motivated, experienced human resources/business intelligence analyst to join its Enterprise Services team. This individual will provide human resources services in the areas of recruitment, hiring and employee relations and assist with Data Analytics and SharePoint administration. This position will report to the Chief of Enterprise Services and have 0 direct reports. _Responsibilities_ * Utilize, help design, and test HR IT technical dashboards for the A&F IT Digital Analytics Team * Utilize and test the EPRS .NET application, and serve as EPRS Administrator by troubleshooting user issues and liaising with .NET Applications team * Utilize and enhance modern SharePoint technical toolkit * Work with A&F IT Digital Communications Team by assisting and supporting Microsoft SharePoint Technical Site Administrators with: o Managing site users and their user profiles, access to SharePoint sites and document libraries and permissions o Troubleshooting and resolving SharePoint technical issues, working with the .NET Applications team and senior management * Coordinate hiring process for incoming A&F IT employees * Authorize onboarding process for all new hires, email accounts, network access, employee identification, ensuring all required documentation is processed in a timely manner * Establish an orientation program that familiarizes the employee with A&F IT and helps to create a peer/coaching environment for them to thrive in and grow their career * Manage A&F IT’s head count, attrition and vacant positions by conducting statitical analyses, intergrating data from multiple sources, working with the A&F IT senior management team on strategic plans and priorities within their teams * Perform other duties as assigned _Preferred Qualifications_ * Some application testing experience * Work experience with Commonwealth IT systems such as HR/CMS and MassCareers * Flexibility and adaptability in a fast-paced changing environment with changing priorities * Ability to work independently with minimal supervision * Strong interpersonal/communication skills and ability to maintain confidentiality * Temperament to communicate with a variety of personalities in a tactful, positive and professional manner * Ability to understand, appreciate and adapt to new business cultures and ways of working * Ability to analyze data to ensure accuracy and compliance * Solid organizational skills including attention to detail, ability to be versatile and multi-task effectively and efficiently * Knowledge of the principles and practices of human resource management and experience with Commonwealth HR policies and procedures * Strong working knowledge of the Microsoft Office Suite (Excel, Word, PowerPoint) and various collaboration tools (Microsoft Teams, Zoom) This position is assigned to A&F IT’s Enterprise Services team, located at 200 Arlington Street in Chelsea, Massachusetts.
