The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including: network management and security; computer operations; application hosting; desktop provisioning and management; and, modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
*About the Role:*
The Project Manager is responsible for delivering and supporting technology projects at EOTSS. He/she will serve as the primary point of contact for assigned projects, and be responsible for the overall delivery of EOTSS services. The project manager is proficient in project management methodologies such as Waterfall, Agile and Scrum.
•Plan and manage IT projects by identifying tasks, resources delivery timelines and success metrics.
•Manage program scope, schedule, budget and resources to successfully fulfill business and technical requirements with high customer satisfaction.
•Facilitate technical support as needed including but not limited to architectural reviews, compliance reviews and various project artifacts.
•For Agile/Scrum projects, work with product owner to understand the backlog, participate in daily scrum, work to remove obstacles and participate in sprint reviews.
•Manage project issues and risks to prevent potential barriers to project success.
•Review with EOTSS management project schedules and milestone dates.
•Follows the Project Management Office (PMO) methodology and the use of PMI best practices; ensure the delivery of a product that meets user requirements.
•Create and maintain relevant project artifacts such as project charter/scope, project plans, back log list, stories, status reports and operational checklists.
•Provide presentations as necessary to EOTSS customers, agency staff and management including use of EOTSS tools to maintain current information.
•Ensure deployed solutions are compliant with Enterprise Technology and Security Standards.
•Assist with procurement necessary to acquire goods and services to facilitate the project.
•Lead project status meetings with customer stakeholders and project teams on a regular basis.
*Required Knowledge, Skills & Abilities:*
•5 years in information technology with at least two years in a project management role
•B.S. in Computer Science or equivalent degree/experience.
•Experience creating and implementing project plans and schedules according to project goals and objectives
•Demonstrates a high degree of customer service and team work
•Ability to manage multiple projects simultaneously
•Working knowledge of project management concepts as defined by PMI
•Knowledge of Agile/Scrum concepts
•Knowledge of ITIL concepts
•Experience working in a highly matrixed organization
•Good communication skills, both written and verbal with the ability to be respectful and diplomatic at all times
•Exercise a high level of human relations skills, understanding the human relations involved in an operational situation
•Ability to establish and maintain harmonious working relationships.
*Preferred Knowledge, Skills & Abilities:*
•PMI Certification (PMP or CAPM) preferred
•Scrum Master/Product Owner certification preferred
