State of Massachusetts Treasurer's Office Supervisor in Chelsea, Massachusetts

The Massachusetts Veterans Home at Chelsea (MVH) is a long-term care facility for veterans that is recognized by the US Department of Veteran Affairs, licensed by the MA Department of Public Health, Certified by the CMS and managed by the Executive Office of Veterans Services. The home provides a full range of skilled long term care services and programs along with ancillary services. The Treasurer's Office Supervisor is responsible for overseeing and managing the operations of the Residents’ Trust banking services at the Veterans Home at Chelsea, which includes cash management, check-cashing services, office operations, adherence to office policies and procedures, and preparation of financial reports. The position requires a high level of coordination, organization, and supervision to maintain accurate financial records and ensure compliance with state regulations. Key responsibilities include coordinating and supervising the maintenance of comprehensive financial records, reconciling financial statements, and preparing financial documents and reports. Duties and Responsibilities: * Supervises and maintains, reconciles and/or prepares records concerning financial transactions of a state institution such as appropriation accounts; patient accounts; journals; ledgers; cash books, banking records, security investments, cash receipts and disbursements in accordance with governing laws, rules and regulations. * Prepares financial statements for Chief Fiscal Officer and yearly audits conducted by Commonwealth of Massachusetts and Executive Office of Veteran Services. * Exercises direct supervision, assigns work to and reviews the performance of professional and/or clerical personnel. Oversees and coordinates the activities of the office staff in connection with the preparation and maintenance of financial records and documents of a state institution. * Ability to give written and oral instructions in a precise understandable manner. Ability to supervise including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations, or documentation and arranging for disciplinary action as needed. * Seeks and advocates for the continuing education and training needs of themselves and the office staff. * Issue and effect collection, on at least a yearly basis, a questionnaire to the residents and patients of the Veterans Home at Chelsea which confirms income from all sources as well as documentation of insurance coverage including prescription drug coverage. * Working with the Billing Office, responsible for the collection of all daily care charges from patients and residents. * Responsible for the daily operations of the Residents’ Trust banking service which includes cash management, check cashing services, office operation, office policies and procedures. * Maintains the Residents’ Trust accounting system using the CareVoyant software or its successor. * Maintains a safe, secure, clean, professional and confidential office environment for conducting the business of our residents. Maintains an adequate supply of currency and coin for the banking service operations. * Insures interest is posted to residents’ accounts in compliance with current VA and agency policies. Prepares for distribution to residents and to the Internal Revenue Service, Form 1099 interest income on an annual basis. * Reconciles on a timely basis, as required by state accounting and finance regulations, all bank and checking accounts of the Veterans Home at Chelsea. * Ensures smooth operation of the sale of cafeteria meal tickets, postage stamps and other items as required. * Review (and prepares, if necessary) daily cash deposits to banking institutions as required by state accounting and finance regulations. * Maintains and reconciles the MMARS revenue posting accounting system so as to insure accurate financial reports as required by the Comptroller’s and State Auditor’s Offices. * Ensures absolute compliance with the state accounting and financial requirements including cash and revenue reporting as well as month end/year end open receivables accounting. * Ability to design, maintain and run reports using the Commonwealth’s accounting systems (MMARS and LCMS) as required, in order to provide timely and accurate reports and analysis. * Maintains major work contacts including agency staff; other state, local and federal agencies; public and private community services, vendors, banks and credit unions. * Provides assistance and back-up to the Business Office Supervisor with the processing of purchases, invoices, payment approvals, expense analysis and budget preparation as required. * Maintain accounting system for the Legacy and Donation (Private) Funds of the agency which are under Approved by HR 11/14/24 the control and supervision of the Board of Trustees, Executive Director and Chief Financial Officer. * Participates in audits conducted by the Office of State Comptroller, Office of the State Auditor, Veterans Administration and other organizations/agencies as required. * All other duties as assigned. Preferred Qualifications: * Ability to work independently, plan and organize work, meet deadlines, and delegate work as necessary. * Basic user and operational knowledge of desktop computers utilizing Microsoft Office products (Excel, Word, Power Point and Access). * Basic user and operational knowledge of the internet. * General understanding of state financing and accounting regulations and requirements. * Knowledge of the principles and practices of general accounting including terminology. * Knowledge of the methods of general report writing. * Ability to collect and analyze accounting data, to draw conclusions, creates reports and makes appropriate recommendations. * Ability to read and interpret documents such as financial reports, accounts and ledgers. * Ability to understand and apply the laws, rules regulations, policies and procedures governing assigned unit activities. * Ability to gather information by examining records and documents and through questioning individuals. * Ability to maintain timely and accurate financial and accounting records. * Ability to prepare general and financial reports. * Ability to write concisely to express thoughts clearly and develop ideas in a logical sequence. * Ability to speak and communicate effectively. * Ability to exercise sound judgment, while exercising discretion in the handling of confidential information. * Adherence to HIPPA rules and regulations relating to patient confidential information. * Ability to deal tactfully with others, establish and maintain harmonious working relationships with others. * Initiate cross training of office staff (including updating policies and procedures) to ensure uninterrupted operations. Qualifications Acquired on Job: * Develop proficiency with the applications of electronic accounting and reporting systems of the state (New MMARS). * Develop proficiency with the applications of electronic accounting and reporting systems for the Residents’ Trust using the Infosys software or its successor. * Understanding and working knowledge of fundamental principles and regulations of state financing; purchasing/procurement; cash processing; financial reporting; ethics; and auditing requirements. * Understanding of the needs of our Veterans (patients and residents). * Ensure accurate financial accounting and reporting that reflect the EOVS’ commitment to integrity and service. About the Massachusetts Veterans Home at Chelsea: The Massachusetts Veterans Home (MVH) at Chelsea is an independent state agency that organizationally report to the Secretary of the Executive Office of Veterans Services (EOVS). The Veterans Homes are owned and operated by the Commonwealth of Massachusetts and address the needs of a wide variety of veterans, including long term care and domiciliary services meeting the veteran residents’ care and psychosocial needs. The care and services provided by MVH are supported by a staff of approximately 450; representing physicians, advanced practice clinicians, nurses, aides, social workers, recreation therapist, physical and occupational therapy, speech language pathology, educators, building trades, dietary, housekeeping, managers, support staff, consultants and contractors. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III.
