City of Chicopee Principle Elections Technician/Clerk in Chicopee, Massachusetts

Principal Elections Technician/ Clerk DEPARTMENT: City Clerk\'s Office SUMMARY: All aspects of Early Voting in-person and through the mail. Maintenance, set up and troubleshooting of specialized/ technical voting network. This position requires a mandatory flexible schedule and evening hours dependent on elections and departmental needs. Extensive clerical duties, which include typing, researching, filing, recording, computerizing, reviewing, balancing, processing various functions. ESSENTIAL FUNCTIONS: Daily balancing of cash drawer. Prepare supplies, computers, election equipment and vault, etc. for the start of the business day. Daily deposit to the Treasurer\'s Office of monies received and record such. Update City Code book. Assist employees from other departments with printing, researching, and updating the City Codebook. May answer questions show how to use the program. May troubleshoot if needed or refer to the MIS Department. Daily processing of the mail, (such as record requests) metering it at the end of the day and mailing it. Make various forms for the office, and Excel spreadsheets per City Clerk. Answer phones and direct to the proper office or check for any records for customers. Receive meeting notices, verify that they are valid (original signatures, 48-hour notice, etc.) and post in the office log, the public board and on the website. Prepare the City Council agenda and process the agenda after the meeting for the City Clerk. Sell copies of zoning ordinance to customers. Ordinance checks on the computer for employees and/or customers, which may be printed. Must know various ordinances. Provide a copy to each appointee of the opening meeting law, which they sign and attach to the appointment sheet. Original document is filed, and their name is transferred to the public office list. Assist Hearings Officer. Process all resigned appointees, which includes receiving a resignation, removing them from the public list and filing. Process special permits and zone changes; notify the petitioner of approval or denial. Assist customers with their family tree by search through records and know different spelling of surnames. Know the law that pertains to public records. UniBank processes: dealing with bank personnel, downloading previous days online orders, and processing them. QUALIFICATIONS FOR POSITION: High School diploma OR General Education Degree (GED), Associates Degree preferred or one to three months related experience and/or training; or equivalent combination of education and experience. Ability to work with the public and under pressure. Preparation and Knowledge of Election Procedures and Programming Good typing and telephone skills. Excellent computer knowledge. Genealogy experience. Experience in setup, maintenance and troubleshooting of complex technical machines similar to, but not limited to voting machines. Minimum of 5 years customer service experience. Must be able to attend evening City Council meetings and work flexible evening hours around all election times. EDUCATION AND/OR EXPERIENCE: Ability to read, analyzes and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. RESPONSIBILITY FOR CITY PROPERTY/FINANCES: Responsible for the cash drawer, codebook program, records, election machines and associated equipment, payroll entry.
