Massachusetts Department of Corrections Administrative Officer IV in Concord, Massachusetts

Duties: Responsible for the overall management of inmate accounts, employee overtime, and institution recycling program; supervises and participates in the activities required for the maintenance of financial records for the above operations; Maintains all cash received by the institution and reports and transfers to Central Office according to established policies and procedures; Compiles all data and prepares monthly reconciliation, revenue and program reports; Provides supervision and direction to assigned staff, to include work assignment, conducting Employee Performance Review (EPRS), and discipline; Reviews work processed by assigned staff to ensure accuracy and compliance with policies, procedures and laws. Provide technical expertise and direction to Security Staff in the Admissions, Booking, and Control areas in regard to inmate accounts and legal status. Oversees purchasing for materials and supplies needed for institution's operations. Facilitate Records Destruction for MCI Concord. Acts a LEP liaison for facility and Central Office to include maintaining lists of inmates who do not have English listed as their primary language and a list of staff to have various language skills. Performs other duties as assigned. Qualifications: Minimum Entrance Requirements: Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Incumbents may be required to have a current and valid motor vehicle driver?s license at a class level specific to assignment. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience. II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience. Preferred Qualifications: The ability to communicate effectively with staff of various ranks. Knowledge of the principles and practices of accounting, including State Accounting; Knowledge of the laws, rules and regulations pertaining to the financial operation of a state correctional institution; Working knowledge of state payroll and budget preparation Comments: This is a Civil Service position.
