Contract Specialist III

The purpose of this position is to ensure that contracts for goods and/or services are in compliance with governing laws, rules, and regulation. The selected individual for this position will review contract documents; give advice and assistance in contract preparation; analyze contract proposals and related documents; monitor the execution of contracts; prepare documents and reports on utilization, confer with agency staff, vendors, and potential contractors to ensure compliance with all statutes, regulations, rules, and policies.

The candidate in this position will provide Area Directors and Department of Elementary and Secondary Education (DESE) Management with recommendations regarding funding account and code choices based on type of service being purchased. The selected candidate will maintain accurate spending plans with current information concerning expenditures and allocations. Work on various computer applications and programs such as MMARS (Massachusetts Management Accounting and Reporting System), Access, Excel, IMPACT (Integrated Management Procurement and Contracting Tool), Meditech, COMMBUYS, Integrated Contract Management System (ICMS), Virtual Gateway and Enterprise Invoice Management (EIM) and run IMPACT/MMARS reports to determine possible revisions.

The Contract Specialist III will develop area or unit allocations for the new fiscal year which are to be the basis for all re-contracting; specify base funds, new funding, and transfers both within and out of area and detail funds according to accounts. Communicate regularly with Contract Manager, Area Directors and DESE Management to review current status of contract allocations, Purchase of Services (POS) plan, and provider spending to ensure Area Director’s or DESE Manager’s knowledge of accurate fiscal data. The selected candidate will review and process amendments and master service agreements (MSA’s) for all assigned areas. Review all contract and amendment submissions for required content as established by regulatory authority (DDS, OSD, EOHHS, the Office of the Comptroller) and for conformance with the Regional POS (Purchase of Service) plan to ensure encumbrances are accurate for amount and account. Develop and maintain contract crosswalks to be used in re-contracting for assigned area. Maintain electronic financial tracking and provide analysis and reports. The Candidate will review and process daily SDR( Service Delivery Report)’s, PRC’s( Payment Request for Commodity) and invoices timely & accurately in the Enterprise Invoice Management System (EIM), as well as keep a payment tracking report for utilization analysis with the Area Offices and DESE Unit.



Preferred Qualifications:

Knowledge of basic accounting principles/practices. Ability to communicate effectively in both oral and written communications.

Ability to interpret, follow and apply complex oral and written communications to work assignments.

Ability to maintain accurate records, prepare reports for such records and the ability to make mathematical computations/tabulations accurately with reasonable speed and attention to detail.

Ability to work independently.

Ability to meet deadlines in a timely and accurate manner.

Ability to communicate with employers effectively concerning rules/regulations in a courteous and helpful manner.

Ability to interact with other staff/units in a cooperative and professional manner.

Ability to demonstrate literacy in various computer applications including, Word, Excel, Access, Internet, Outlook, Windows.

A criminal background check (CORI) will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired. In addition, Chapter 234 of the Acts of 2014, An Act Requiring National Background Checks, requires the Department of Developmental Services to conduct fingerprint-based check of the state and national criminal history databases on the recommended candidate. All Commonwealth employees are paid bi-weekly through Direct Deposit. Listed salary ranges are for 1 year projected annual rate for full year.

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or technical experience in business administration, management or public administration, the major duties of which included contract management or contract administration and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required (A) experience.*

II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for a maximum of two years of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
