DEERFIELD PART TIME Assistant Town Clerk The Town of Deerfield seeks a qualified, motivated, enthusiastic Assistant Town Clerk. Duties include excellent customer service; elections, voter registration, voter lists, verifying signatures, census, street lists, vital records management, meeting postings; processing permits, payments, and turnovers. Pre-employment physical exam required. Part-time, 15 hrs./wk.; salary of up to \$25,093, annually. EDUCATION AND EXPERIENCE Associates\' degree in business or public administration, paralegal or related field; 1 to 3 years of related experience; or any equivalent combination of education, certification, training and experience. Coursework towards Certified Massachusetts Municipal Clerks (CMMC) certification preferred at hire; employee will be expected to complete certification within a reasonable period of time. May be required to qualify for surety bond. KNOWLEDGE, ABILITY, AND SKILLS Knowledge Knowledge of or ability to learn laws that govern municipal administration learn the principles and practices of state and federal laws, town bylaws, and regulations applicable to the duties and responsibilities of a Town Clerk. Knowledge of or ability to learn recordkeeping and automated systems, various website and social media platforms, Deerfield bylaws and general municipal guidelines. Thorough knowledge of standard office procedures. Ability Ability to communicate effectively both orally and in writing. Ability to prioritize, work independently, manage multiple tasks; manage conflict and meet deadlines effectively. Ability to research information and to navigate dense language. Ability to efficiently organize large amounts of written materials. Skills Highly effective written and verbal communication, as well as customer service skills. Strong organizational skills with attention to detail; strong computer skills. Must possess a high degree of diplomacy and effective problem-solving skills. Essential Functions Acts as the Town Clerk in the Clerk\'s absence; Provides extensive customer service and technical assistance to citizens as primary contact for inquiries by phone or in-person, connecting with the appropriate town department/personnel; Maintains census data, prepares street list, monitors State\'s Vital Records database to create and record vital records (e.g., birth and death) and works through State or local agencies to make necessary corrections; organizes and stores documents pursuant to the Secretary of Commonwealth\'s Record Retention Schedule; Prepares a variety of permits, licenses, and reports including, but not limited to: preparing burial permits to funeral directors upon request, tracks local election campaign finance reports, prepares and processes marriage intentions, coordinating with the intended couple, prepares and processes renewal reminders to business certificate holders, and fuel storage licensees; prepares and processes raffle applications and permits; Assists with federal, state, and town elections, including but not limited to: nomination papers, planning and implementation of election set up, voter check-in, verification of eligible and non-eligible voters through various means of outreach, prepares voter lists, processes absentee/early ballot requests, may perform oaths of office, and maintains all records pursuant to the Record Retention Schedule; Processes over-the-counter financial transactions such as business certificates, burial permits, dog licenses, etc.; Posts meeting agendas, and other information on town bulletin board, website, and other locations; assists with the posting of Town Meeting and Election Warrants in designated areas by coordinating with Selectboard staff and constables; assists with publication of various notices via newspapers, website and social media as needed; Assists Town Clerk with preparation of all correspondence, memorandums, warrants, Town Reports, etc.;
