Director of Human Resources Position: Non-Union, Full Time, Exempt, Benefit Eligible Annual Salary: \$85,000 to \$105,000 DEFINITION Position is responsible for performing a broad range of human resource functions directing and supervising the personnel systems of the Town, including classification, compensation, recruitment, selection, labor relations, and training. Work requires the exercise of discretion in handling confidential human resources and labor contract negotiation matters as well as performing daily activities based on a complete knowledge of public personnel administration. Work is performed under the general guidance of the Town Manager and in accordance with prevailing policies, laws, regulations and rules applicable to specific areas of program activity. Work is reviewed through conferences and reports for overall program effectiveness and efficiency. An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus, assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of East Longmeadow consistent with the Town\'s goals and objectives. SEE THE TOWN OF EAST LONGMEADOW WEBSITE FOR COMPLETE JOB DESCRIPTION EDUCATION, SKILLS AND EXPERIENCE The ideal candidate will possess a Bachelor degree in business administration, human resources management or a related field. 6 (six) years\' experience in Human Resources with at least two (2) of those years in municipal management, preferably in local government. Master\'s degree or Professional Certification as a Human Resources professional (SPHR) preferred. Supervisory and leadership skills required. Must have experience that provides the following knowledge, abilities and skills: Considerable knowledge of organizational and department operating requirements. Thorough knowledge of the functions, laws, rules, regulations and policies and practices of public personnel administration, including job classification and compensation, recruitment and selection, benefits administration, affirmative action, collective bargaining, occupational safety & health, and human resource development. Basic understanding of Risk Management principles, practices, and techniques, including insurance administration, claims, management & risk reduction strategies. Must possess: Strong supervisory, leadership and mentorship skills. Thorough knowledge of employment and benefit-related laws and regulations. Excellent verbal and written communication skills. Excellent interpersonal and negotiation skills. Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills. Ability to adapt to the needs of the Town, its employees and residents. Ability to prioritize tasks and to delegate them when appropriate. Knowledge of municipal and collective bargaining rules and regulations. Proficient with Microsoft Office Suite and Google Suite or related software. Proficiency with or the ability to quickly learn the Town\'s MUNIS system.
