Wastewater Foreman 1-DPW Union: UWUA -Full Time Hourly Range: Step 1 \$30.8519 to Step 6 \$34.9061 NATURE OF WORK IN THIS CLASS: This is responsible and technical work in supervising the work of subordinates in projects and activities of the Department of Public Works. Work involves responsibility for supervising the work of one or more crews engaged in public works projects, such as, but not limited to, street, sewer or water construction, maintenance and repair work, parks, construction and maintenance or any other related public works activities. May also assist in the assigning of personnel. Assists when called upon in the preparation for and conduct of collective negotiations and to administer the collective bargaining agreement. Assigns duties to subordinates, inspects their work for quality and quantity, maintains harmony among workers, may keep time, production and other clerical records, may train, discipline, evaluate and recommend for advancement or step increases. Work is performed with considerable technical independence under general direction of the Water & Sewer Administrator, Highway and Utilities Manager and/or Superintendent with review through reports and conferences for conformance with procedures and standards. Supervises wastewater and construction projects, acts for department managers during absences or as delegated, performs related work as required. Makes regular rounds of work in progress to inspect operations, insure compliance with established practices and procedures and provide technical advice and assistance to staff. Maintenance of the Town\'s wastewater system in compliance with the Federal NEPDES Permit and State DEP regulations. The Wastewater Foreman will be directly responsible for upkeep and maintenance of the Town\'s wastewater system. To include sewer main cleaning, inspections and public relations service calls. Will assist the Pump Station Operators when needed and will learn all aspects of the Town\'s Wastewater Pumping Stations operations and maintenance. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS: Considerable knowledge of methods, materials, practices, tools and equipment used in public works activities. Ability to understand and carry out oral and written directions. Ability to plan, assign, supervise and review work as well as to instruct subordinates. Ability to read, interpret plans, understand line and grades and specifications for public works work. Ability to establish and maintain cooperative working relationships with employees and the general public. Ability to access and utilize the Town\'s GIS, Collector and work order systems. Ability to access and utilize the Town\'s SCADA system. REQUIRED TRAINING AND EXPERIENCE: Must have a valid Class A or B Commercial Driver\'s License with a tanker endorsement and Hoisting License 2A or 2B with 4E endorsement. Must acquire a Municipal Wastewater Operator Certification 1M license within one year of employment and shall acquire any additional licenses or certifications required by the MassDEP, EPA, or the Town of East Longmeadow DPW, if required in the future. First Aid course certificate. High School diploma or equivalent. Skilled in the use and care of tools and equipment. Considerable experience in the maintenance and construction of municipal public works activities. Skilled in Wastewater maintenance and installation.
