State of Massachusetts Director of Contracts Management and Professional Relations in Everett, Massachusetts

The Massachusetts Rehabilitation Commission (MRC) is seeking a mission driven and highly organized individual with experience in contract management, public relations, strategic planning, system improvement, and change management to fill the role of Director of Contracts Management and Professional Relations. As the Manager of the Professional Relations Unit the selected candidate will be responsible for all external relations with over 600 community medical providers across the state. The Director of Contract Management and Professional Relations will also provide guidance for creative and effective recruiting of doctors that perform consultative examinations. Additionally, the incumbent will support and encourage the use of SSA electronic systems by medical providers to reduce the cost of submitting evidence. The Director will also be responsible and manage multiple vendor contracts across the Commonwealth of Massachusetts. Responsibilities (these duties are a general summary and not all inclusive):_ * Manage all contract and licensing oversight of approximately 85 in-house medical, psychiatric, and psychological consultants and well over 400 community medical providers who render services under contract. * Recruit, interview, provide educational orientation, credential and manages the contracts of all In-house Medical Consultants as well as oversee the recruiting contracting, training, re-mediating, and managing all Consultative Examinations physicians and psychologists. * Oversee the review and investigation of all claimant complaints regarding examinations, and ultimately decide the appropriate action to be taken against providers which could include re-mediation, termination and, as necessary, reporting to appropriate state and federal authorities. * Reviews legal requests received for sensitive medical information including subpoenas, depositions, and requests under the Freedom of Information Act, forwarding as appropriate. * Facilitate and manage the scheduling of over 60,000 specialty exams by the Consultative Examination Placement Department and in collaboration with the unit verify the accuracy of Examination and Testing invoices received for payment. * Responsible for overseeing the recruitment, management, and contract compliance of all in-house and community-based interpreters and claimant transportation providers. * Provide and facilitate the attainment of the Disability Determination Services’ goals, objectives, and federal and state mandates through ensuring internal and external adequate qualified, diverse medical resources to provide the medical expertise necessary to accurately assess and serve our diverse claimant populations. * Protect the confidentiality of claimant material as well as provide timely, legally oriented consultation to both in-house and community based medical providers. * Provide leadership and ensure successful operation of the division as the Disability Determination provided by the Agency’s division are based on a medical/legal model. * Manage, lead, direct, and foster support/development of direct reports through timely feedback and facilitate the ability of staff to achieve the highest level of professional individual and team growth/performance. * Serve as an ambassador for the agency, including building relationships with relevant diverse community members, agency representatives and stakeholders, and other external groups. * Oversee the Medical Relations outreach and service delivery and the consultative evaluation services on a statewide basis through policy development, dissemination of information, and monitoring for quality through interfacing with the physicians in all specialties, hospitals, clinics, schools, and prisons. * Oversee management of consultative examinations budget of $10.5 million for conducting over 100,000 exams annually assuring compliance with federally negotiated funding levels, ongoing monitoring for weekly, monthly, and quarterly expenditure reports and projections of spend plans for upcoming federal and state budget “years.” * Collaborate directly with the Office of Financial Management and Budget as needed to ensure excellent fiscal management, fiscal agility, and meeting compliance standards. _Preferred Qualifications:_ * Leadership ability including the ability to articulate organizational mission, goals, vision, strategic direction, systemic improvement, and change management. * Comprehensive knowledge of all phases of the Social Security Disability Program (Title II and Title XVI) and general knowledge and understanding of the disability community in Massachusetts and on the Federal level. * Awareness of the principles and practices of business management, leadership, communication, strategic planning, project management, and an inclusive high-performance team culture. * Investigatory and legal skills in assessing claimant complaints regarding conduct of examinations. * Training skills in the orientation and re-medication of over 400 community physicians and providers. * Marketing skills to recruit new consultative examinations panelists. * Management and leadership skills to assure prompt placement of examinations, preparation of contracts for service, recruitment of medical staff, and assurance of quality. * Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams). * Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement and relationships across difference. * Responsible for learning and staying up to date on MRC’s diversity, equity, inclusion and racial equity skills, results, and expectations specific to DDS programs. * Experience working in a team culture that values inclusivity, performance,
