The Department of Elementary and Secondary Education (DESE) Office of District and School Finance (ODSF) administers state aid and reimbursement programs and provides technical support to local districts in the areas of accounting, auditing, budgeting, and financial reporting. The person who holds this position works on the charter school tuition and reimbursement programs as well as the End of Year Report (EOYR) data collection. This person works on annual budget projections for the charter school tuition and reimbursement programs, including determining foundation enrollment; calculating foundation tuition rates and above foundation percentages; and calculating charter tuition reimbursement projections through all rounds of budget development. The person in this position also helps manage the End of Year Report (EOYR) data collection, which is the annual expenditure report that school districts submit to the Department and that the agency uses to fulfill several administrative, compliance, and data reporting requirements. In addition to processing and reviewing EOYR submissions, running amendments, and managing the EOYR database, this person is responsible for identifying, recommending, and implementing improvements to how the Department collects, validates, organizes, and manages EOYR data. This person also works collaboratively with others in the unit to fulfill federal reporting requirements, produce public data reports on school district expenditure trends, and responds to ad hoc data requests. Key Responsibilities: Work on annual budget projections for the charter school tuition and reimbursement programs, including determining foundation enrollment; calculating foundation tuition rates and above foundation percentages; and calculating charter tuition reimbursement projections through all rounds of budget development; Oversee the Department’s annual EOYR data collection, including training district personnel; updating the chart of accounts and other guidance documents; managing the EOYR review process; and maintaining the EOYR database; Identify and implement improvements to how the Department collects, validates, amends, organizes, and stores EOYR data; Work collaboratively with others in the unit to fulfill federal reporting requirements, produce public reports using PowerBI and other reporting tools, and respond to ad hoc data requests; Calculate charter school tuition and reimbursement projections through all budget rounds and respond to questions from policymakers and the field; Manage the current EOYR data collection system and database; Contribute to the development and implementation a new system for collecting, validating, amending, auditing, maintaining, and reporting EOYR data; Develop and implement EOYR training protocols; Update guidance documents, training materials, technical manuals, and business rules for the EOYR and charter school tuition and reimbursement programs; Other duties as assigned. Preferred Qualifications: Ability to analyze, synthesize, and communicate complex information to a wide range of audiences through documents produced in Microsoft Office Word, Excel, or PowerPoint Excellent interpersonal and communication skills Ability to design and implement budget-related processes and procedures Proficient knowledge of Chapters 44, 70, 70B, 71, 71B and 72 Proficient knowledge of how state aid formulae equalize pupil and taxpayer equity and efficiency Expertise in municipal and school accounting and auditing Expertise working with accounting systems Experience with database software (e.g., MS Access or Oracle) and SQL queries Ease in dealing with a wide range of local, state and federal officials, researchers and the general public Ability to prioritize tasks and meet deadlines without sacrificing accuracy Fluency in basic statistics, measures of central tendency, range and longitudinal comparisons Ability to effectively manage staff, including assessment of computer skills and knowledge of school finance issues Travel may be required for this position. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
